Montevideo: Neighborhood Assemblies – Municipal Development Plan 2025–2030

The Municipal Development Plan is framed within the current legislation for the Municipalities of Montevideo, which establishes the need for a five-year planning tool to guide local management. According to this regulation, the creation of the Plan must be a participatory process, in which decisions about the municipality’s direction are built with the voice of its inhabitants. In this way, the commitment of elected authorities and the active involvement of citizens are ensured.

Meetings were held in each of the subzones of the territory. These were not merely working meetings, but genuine spaces for listening and participation, where residents were able to share their needs, proposals, and expectations. The meetings took place in neighborhoods with diverse realities, allowing for a wide range of perspectives to be gathered. During these sessions, more than 400 concrete contributions were received, covering topics as diverse as infrastructure, culture, sports, mobility, safety, the environment, and animal protection. This wealth of proposals reflects the plurality of citizens’ interests and concerns and was essential in guiding the municipality’s development in the coming years.

To ensure that all voices were heard, a digital space was made available so that those who could not attend the in-person meetings could share their concerns and suggestions.

In addition to the neighborhood meetings and digital participation, meetings were also held with municipal workers to gather their ideas and proposals. The daily experience of those working in municipal management is a valuable contribution to the construction of the MDP, as they directly contribute, through their dedication, to improving services and the quality of life of the community. The ideas that emerged from these meetings were fundamental in consolidating planning based on the real experience of the territory.

The Municipal Development Plan 2025–2030 is a true roadmap built through the direct relationship between the Municipal Government and its citizens. Its development included more than 650 contributions of all kinds and made it clear that the municipality’s development cannot be designed from behind a desk, but is shaped day by day through the input of those who best understand the needs and potential of their neighborhoods.
