Nilüfer: "My City, My Future" to "Co-Create, Co-Manage"

"My City, My Future" to "Co-Create, Co-Manage" project has evolved from a participatory initiative into an organisationalised participatory governance model embedded in Nilüfer Municipality's strategic planning and governance framework. The most significant development has been continuation of the initiative within the 2025–2029 Strategic Plan through the governance approach titled "Co-Create, Co-Manage." Through this integration, citizen participation moved beyond consultation and became a structural process influencing policy development, service design and resource allocation.

Within the Co-Create, Co-Manage process, a wide range of participatory practices were implemented. These included workshops with municipal stakeholders, Neighbourhood Circles and Participation Circles with citizens and Future Workshops involving women, youth, children and municipal council members. Additional tools such as participation boards, suggestion boxes and digital surveys broadened engagement. The most comprehensive platform was the Neighbourhood Meetings, organised across 16 regions covering Nilüfer's 64 neighbourhoods. Conducted together with the Nilüfer Citizen Council and neighbourhood committees, these meetings ensured broad territorial participation and inclusive stakeholder engagement.

Thousands of citizen inputs were collected and analysed using digital tools and AI-supported methods, allowing feedback to be categorised and integrated into different stages of the strategic planning process. All participatory activities were aligned with the United Nations Sustainable Development Goals, resulting in 6 Strategic Objectives and 36 Strategic Targets for the 2025–2029 period. By integrating multiple participation channels, stakeholder feedback was reflected at every stage of decision-making, positioning the process beyond conventional strategic planning approaches.

This participatory governance journey also laid the foundation for the "Compass is Digital Participation" project. Through this project, Nilüfer conducted Türkiye's first local digital elections via a mobile application. By combining face-to-face engagement with digital voting tools, the municipality created a hybrid participation ecosystem that significantly reduced geographical and physical barriers while increasing transparency, inclusiveness and citizen participation.
