Niterói: University Rent Program

The University Rent Program of Niterói is the implementation of an innovative public policy aimed at supporting student retention in higher education through financial assistance for housing for low-income students. Developed by the Municipality of Niterói through the Youth Coordination Office, the initiative seeks to reduce inequalities in access to and retention in higher education by addressing one of the main obstacles faced by many students: the cost of housing.

The program provides a monthly benefit of R$700 to students regularly enrolled in undergraduate programs at institutions recognized by the Ministry of Education. The selection prioritizes students in situations of socioeconomic vulnerability, based on criteria such as a household income of up to three minimum wages and active registration in the Federal Government’s Social Programs Registry (CadÚnico). As part of the policy’s territorial approach, beneficiaries are required to reside in the central area of the city during the period of support.

The initiative was designed through an integrated public policy approach, connecting social inclusion, educational retention, and urban development. While expanding opportunities for low-income students to remain in higher education, the program also encourages residential occupation of downtown Niterói, contributing to urban revitalization and strengthening the area’s economic and social dynamics.

In its initial phase, the policy offered 1,000 spots for university students and has since become one of the largest municipal student housing support initiatives in Brazil, currently benefiting 1,205 students. The program also incorporates monitoring and transparency mechanisms, such as periodic verification of academic enrollment and rent payments.

In this way, the University Rent Program integrates youth, education, and urban planning policies to promote inclusion, strengthen student retention, and support more balanced and socially just urban development.
