The institutionalization of the 2030 Agenda in the legislative process of the Municipal Council of Parnamirim/RN consisted of integrating the Sustainable Development Goals (SDGs) as a structural reference for institutional planning, administrative management, and legislative production within the municipal legislative body. The initiative emerged in a context where, despite urban and economic growth, the municipality still faces challenges related to social inequality and sustainability, as reflected in national development indicators.

In response, the Municipal Council committed to aligning its institutional actions with the principles of the 2030 Agenda, aiming to strengthen the quality of legislation, transparency, and public accountability. The practice was structured through the approval of a regulatory framework that establishes the 2030 Agenda as an institutional guideline and provides for the creation of an Implementation Committee responsible for coordinating, monitoring, and evaluating SDG-related actions.

Based on this framework, changes were introduced in administrative and legislative routines, including the identification of the relationship between each legislative proposal and the corresponding SDGs at the time of submission. This classification allows for the organization and monitoring of legislative output according to its contribution to local sustainable development.

To support implementation, the Legislative School provides continuous training for council members, advisors, and staff, while the information technology department adapts digital legislative systems to record and systematize this information. The data generated feed into annual evaluation reports and open-data monitoring dashboards, enhancing institutional transparency and enabling citizens and organizations to track legislative performance in relation to the 2030 Agenda.

In addition to improving internal management, the practice strengthens participatory democracy by encouraging public hearings, thematic debates, and other forms of dialogue with civil society, ensuring that legislative priorities are more closely aligned with real territorial needs. With a focus on strengthening effective, transparent, and accountable institutions, the experience of Parnamirim seeks to consolidate a legislative model based on evidence, sustainability, and commitment to collective well-being.
