“Empowering Girls and Women through Care Centric Local Governance: The Parshuram Municipality Model” involved a coordinated, citizen centered approach to promoting gender equality, education, and economic empowerment in Parshuram Municipality, Sudurpaschim Province, Nepal. The municipality, characterized by hilly terrain, dispersed settlements, and traditional social norms that limit women's access to education and economic opportunities, faced challenges including school dropouts, unpaid care burdens, and low female participation in decision making.

The practice started in 2024 with ward level consultations, public hearings, and participatory planning to identify community needs. Girls, daughters-in-law, women farmers, and youth were the main target groups, as they faced structural barriers to education, financial independence, and leadership. The municipality redesigned existing support schemes into a single, integrated, care-focused program that included scholarships, student loans, and concessional credit for women and farmers.

Implementation was participatory and transparent. Communities were engaged through meetings, local announcements, social media, and volunteers. Ward committees, schools, banks, and municipal staff coordinated responsibilities to ensure smooth delivery. Beneficiaries were involved in selection, monitoring, and feedback sessions, ensuring accountability and continuous improvement. Regular review meetings, follow ups, and lessons learned strengthened sustainability and allowed adaptation to evolving needs.

The practice has benefitted over 200 girls and daughters-in-law, and hundreds of youth, improving educational attainment, economic participation, and leadership opportunities. It strengthened public policies by integrating gender and care perspectives into municipal planning and institutionalized participatory democracy, making citizen engagement a standard feature of local governance. By combining social support, economic opportunities, and participatory governance, the practice created a replicable, inclusive model that fosters long term empowerment, social cohesion, and gender equality across all wards of Parshuram Municipality.
