Posadas: Participatory Budgeting of Posadas

The Participatory Budgeting is a democratic mechanism that forms part of the Strategic and Territorial Planning Secretariat of the Municipality of Posadas. It follows an implementation methodology applied annually through several stages: the launch of the current edition; neighborhood assemblies held across the entire territory of the city of Posadas as spaces for citizen participation; analysis of the viability and feasibility of the proposals submitted; project selection through a bimodal voting system, carried out both virtually through the citizen portal and in person through polling stations located at key points throughout the city; and participatory design sessions, which consist of meetings with community representatives and residents representing each of the winning projects in the edition, with the objective of establishing design criteria and guidelines for the selected project.

This activity involves meetings held in the spaces proposed by citizens for intervention, where the residents involved play a leading role in designing the projects that will be implemented. At the end of each edition, a comprehensive evaluation is carried out in order to improve the tool, based on statistical data and citizen feedback.

The Participatory Budgeting was incorporated into the Organic Charter of the city of Posadas following its most recent amendment in 2010, specifically within the chapter on Political Rights. Articles 48, 49, 50, and 119 of the Charter establish citizens’ right to participate, as well as the regulations and methodology governing the mechanism.

The Participatory Budgeting is guaranteed funding established by the Organic Charter, allocating at least 1.5% of the Municipal Annual Budget for the implementation of the eleven winning projects (one for each municipal district) selected in every edition.

This mechanism has been implemented continuously since 2016, and it is currently in its 11th edition.
