Province of Manabí: Provincial Participatory Budget “I PARTICIPATE, to make Manabí greater”

The Provincial Participatory Budget “I PARTICIPATE, to make Manabí greater” annually involves more than 2,000 citizens from the 22 cantons of the province of Manabí, Ecuador, in identifying and prioritizing territorial needs that are directly integrated into the Provincial Government’s budget. The practice stands out for operating at the provincial level, a scale of implementation internationally recognized as uncommon but crucial for participatory governance.

Through 60 territorial assemblies organized in five phases, three technical teams of 10 officials each travel across the province, collecting citizen demands using georeferenced digital tools and applying a Territorial Equity Model that prioritizes communities with the greatest unmet needs. The process is collaborative, articulating the three levels of government (provincial, cantonal, and parish) through the Provincial Planning and Multilevel Coordination Board.

Its methodology combines face-to-face participation with technological innovation, using electronic tablets with KoboToolbox and a dedicated institutional server to ensure transparency and data sovereignty. With more than 500 completed projects—equivalent to approximately 50 million dollars in annual territorial investment—the Provincial Government of Manabí (GADPM) was recognized in the 7th GOLD World Report of UCLG as one of the three territories with the highest volume of participatory budgeting implementation worldwide.

The initiative guarantees the inclusion of women, youth, the LGBTI community, persons with disabilities, older adults, and rural populations. The GADPM complements this with concrete programs such as “Schools Training Values” (12,000 children per year), 60 comprehensive rehabilitation centers, and a public policy for LGBTI inclusion. With more than 500 projects completed, GADPM was ranked among the top tier globally in the 7th GOLD Report of UCLG.

The practice contributes to SDGs 11, 16, and 17, as documented in three Voluntary Local Reviews on the implementation of the 2030 Agenda. It is institutionalized through an ordinance, a procedures manual, and alignment with the 2023–2027 Territorial Development and Land Use Plan (PDOT).
