Punjab: Minority Rights - The Approval of the Punjab Hindu Marriage Registration Rules 2024

Punjab Hindu Marriage Registration Rules 2024 consisted of a transformative reform that institutionalized the registration of Hindu marriages and divorces across Punjab, Pakistan, ensuring legal recognition and social inclusion for over 200,000 Hindu community members.

Although Pakistan enacted the Hindu Marriage Act in 2017, Punjab lacked operational rules, leaving Hindu marriages and divorces unregistered. This created legal invisibility, particularly affecting women and children, and restricted access to inheritance, property rights, education, social services, and legal protection. To address this, the Government of Punjab launched a structured reform process starting in 2022 with a diagnostic assessment of legal and administrative barriers in districts with significant Hindu populations.

In 2023, the Local Government & Community Development (LG&CD) Department, in partnership with the Punjab Municipal Development Fund Company (PMDFC) and the Human Rights and Minority Affairs (HR&MA) Department, facilitated participatory consultations with Hindu community leaders, marriage solemnisers, civil society, legal experts, and local officials. With technical support from GIZ/BMZ, the process ensured cultural sensitivity, legal compliance, and operational feasibility.

In 2024, these consultations resulted in the Punjab Hindu Marriage Registration Rules 2024, which were formally approved and rolled out province-wide through existing local government systems. The reform included capacity building for registrars and integration into routine civil registration to ensure sustainability.

The impact has been significant: Hindu couples can now obtain official marriage and divorce certificates; women gain legal protection in divorce and custody; and children can secure birth certificates and access education. The initiative strengthened public policy, improved administrative efficiency, and institutionalized participatory governance, setting a scalable model for inclusive rights-based service delivery.
