{"body":{"en":"<p>The Strategic Sustainable Development Plan of Quintana Roo 2025–2050 (PEDS) is the state’s first long-term planning instrument and establishes a strategic vision to guide its development toward 2050. It responds to challenges arising from rapid economic and population growth, pressure on natural resources, social inequalities, and the need to strengthen territorial planning and institutional coordination.</p><p>One of the main contributions of the PEDS is its participatory planning approach, which enabled the construction of a shared vision for the future of the state. The process was initially driven by civil society, particularly organizations such as Ciudadan@s por la Transparencia, and was later articulated with the state government through the Ministry of Finance and Planning (SEFIPLAN). Its development involved all three branches of government, municipalities, academia, the private sector, social organizations, and citizens, while also incorporating the perspectives of Mayan communities and island territories.</p><p>The methodology combined territorial diagnosis, technical analysis, foresight exercises, and multi-stakeholder dialogue spaces. This process was strengthened with the support of ILPES of ECLAC, which contributed foresight methodologies to build future scenarios and define a strategic vision for 2050.</p><p>The PEDS is binding, meaning that state planning instruments and public policies must align with its objectives and strategies. Its monitoring is carried out through COPLADEST, strengthening institutional coordination and accountability. Surge ante los desafíos derivados del rápido crecimiento económico y poblacional, la presión sobre los recursos naturales, las desigualdades sociales y la necesidad de fortalecer la planeación territorial y la coordinación institucional.</p><p>Uno de los principales aportes del PEDS es su enfoque de planeación participativa, que permitió construir una visión compartida del futuro del estado. El proceso fue impulsado inicialmente desde la sociedad civil, particularmente por organizaciones como Ciudadan@s por la Transparencia, y posteriormente articulado con el gobierno estatal a través de la Secretaría de Finanzas y Planeación (SEFIPLAN).
