Río Cuarto: Territorial Program “La Muni en tu Barrio”

The La Muni en tu Barrio program is a public policy implemented by the municipal government of Río Cuarto aimed at strengthening the relationship between the state and the community through a territorial intervention strategy that brings services, programs, and participation spaces directly to the city’s neighborhoods.

The initiative builds on previous experiences related to citizen participation policies, particularly participatory budgeting and territorial operations carried out by various municipal departments, which highlighted the importance of creating decentralized management mechanisms and direct contact with residents. In this sense, the program seeks to integrate and enhance these experiences through a coordinated approach across multiple municipal departments.

Its main objective is to facilitate community access to municipal services, guidance, programs, and administrative procedures, while also promoting spaces for active listening, dialogue, and citizen participation. Through territorial events held in different neighborhoods, spaces are created for interaction between the government, institutions, and the community, where residents can ask questions, access information, and express needs related to various areas of public management.

The program is implemented in three phases: a planning and coordination stage with municipal departments and local institutions; a territorial implementation phase through neighborhood-based operations; and an evaluation and follow-up phase that allows for systematizing collected information, identifying needs, and guiding future interventions.

Additionally, La Muni en tu Barrio is supported by a broad network of institutional partnerships involving multiple municipal departments and around 70 public, private, and community organizations, strengthening collaborative work and expanding the reach of public policies.

In this way, the program contributes to improving access to municipal services, strengthening the social fabric, and consolidating a more accessible, participatory, and community-oriented public management model.
