Río Cuarto: Participatory Budget of Río Cuarto

After a decade of continuous implementation, Río Cuarto’s Participatory Budget (PB) has become an irreversible state policy, transforming the relationship between the municipality and its citizens. What began as a participatory exercise has evolved into a driver of public innovation under Ordinance 66/16.

1. Exponential Growth and Citizen Trust
The program’s evolution is remarkable. Comparing the first edition with the most recent, the increase in legitimacy is clear:

  • Projects: from 267 initial proposals to 5,999 submitted projects.

  • Participation: the number of voters grew from 4,844 to 23,187, an increase of 378%.

  • Territorial reach: the latest edition featured a record 253 voting points, with 80% of votes cast in person, reinforcing neighborhood-level engagement.

2. Tangible Results and Real Impact
To date, the program has implemented 304 projects, benefiting thousands of residents. The PB has enabled citizens to “reverse the logic” of public management:

  • Grassroots innovation: citizen proposals such as a mobile animal sterilization service, an online health appointment system, and large-scale neighborhood public space recovery have become permanent municipal policies.

  • Targeted inclusion: the creation of the Youth Participatory Budget (PPJ).

3. An Ecosystem of Institutional Partnerships
The program’s success is rooted in a strong social fabric. It operates through a network that includes the Economic and Social Council, the UNRC Social Council, neighborhood councils, neighborhood associations, senior centers, student organizations, community centers, clubs, and more. These institutions serve as spaces where debates emerge, proposals are developed, and implementation is monitored.

4. Transparency and Recognition
With ongoing audits by the Audit Court and reporting to the City Council, the initiative has been recognized with the Córdoba Citizen Participation Award. Today, Río Cuarto stands as a regional reference in open governance, demonstrating that citizen participation is the most effective tool for building the future of the city.
