San Antonio: Institutionalization of Human Rights and Access to Justice – A Local Governance Model in San Antonio

The Municipality of San Antonio has established an integrated system of rights that positions the local government as the main guarantor of citizens’ dignity within the territory. Through a horizontal collaboration structure of various programs dedicated to supporting groups requiring special protection, along with the role of the Office of the People’s Defender, administrative management has been transformed into an effective technical support system. This institutional framework ensures that the protection and enforceability of the rights of vulnerable groups become the guiding principle of all municipal public policies. The model overcomes traditional barriers to access to justice, ensuring that every need identified in vulnerable communities receives a comprehensive and timely response.

The experience stands out for its pioneering vision, which preceded national legal frameworks in Chile by institutionalizing critical issues through political will even before the existence of anti-discrimination laws or rights guarantees. The municipality evolved from a basic assistance approach to a high-standard technical architecture for administrative protection, which now serves as a reference for other municipalities. This historical continuity has consolidated an institutional culture where human dignity is not just a declaration of principles but the driving force of everyday governance. The synergy between specialized programs and promotional initiatives ensures that complex territorial diagnoses are translated into concrete institutional and legal responses through referral protocols.

San Antonio has successfully “localized” the 2030 Agenda and international human rights treaties within municipal practice, achieving unprecedented global recognition for the region and demonstrating a strong commitment to equity and participatory democracy.

This effort has enabled the municipality to become the only Chilean city invited to present at the World Human Rights Cities Forum in South Korea and to participate in the Global Alliance of Local Ombudspersons. Its participation in the UCLG Steering Committee to revise the Global Charter-Agenda for Human Rights in the City validates the technical relevance of this practice. The final outcome is a more informed and protected community, supported by a strong institution that places human dignity at the core of democracy.
