The initiative combines immediate urban intervention actions with a long-term planning vision linked to the Historic Center Partial Conservation and Urban Development Program 2025–2050, a strategic instrument that establishes guidelines for heritage preservation, the improvement of public spaces, and the strengthening of urban life.</p><p>The initiative focused on restoring the functionality, order, and quality of the urban environment through actions such as cleaning and maintenance of public spaces, the removal of elements that deteriorate the urban landscape, the removal of graffiti, and the rehabilitation of streets, sidewalks, squares, and gardens. These interventions were carried out progressively across different areas of the Historic Center with the objective of improving its habitability, encouraging its everyday use, and strengthening its cultural, tourist, and economic attractiveness for residents, merchants, and visitors.</p><p>The program recognizes the Historic Center as a living space that requires integrated management, institutional coordination, and social participation. Estas intervenciones se desarrollaron de forma progresiva en diferentes zonas del Centro Histórico con el objetivo de mejorar su habitabilidad, promover su uso cotidiano y fortalecer su atractivo cultural, turístico y económico para residentes, comerciantes y visitantes.</p><p>El programa reconoce al Centro Histórico como un espacio vivo que requiere gestión integral, coordinación institucional y participación social.
