San Martín: “Quality Municipality: Improving Public Services through Certified Processes and Citizen Participation”

The practice “Quality Management and Continuous Improvement in the Municipal Administration of San Martín” consisted of implementing a management system based on the ISO 9001:2015 standard with the aim of strengthening the efficiency, transparency, and quality of municipal public services. The initiative began with the certification of processes in the Treasury and Finance area and was subsequently progressively expanded to other municipal departments. In 2025, certification was extended to the management of public squares and parks, and in 2026 new departments such as Social Development and Public Services were incorporated, consolidating a continuous improvement model within local administration.

The practice is based on the standardization of procedures, the definition of performance indicators, internal and external audits, and the active participation of municipal staff in training and management improvement processes. It also incorporates citizen feedback mechanisms such as satisfaction surveys, complaint and suggestion systems, and community participation spaces linked to territorial programs.

Among its results are the optimization of administrative processes, greater efficiency in the use of public resources, and strengthened trust between citizens and municipal management. In addition, the practice is aligned with local policies such as the San Martín Strategic Plan 2030, and its continuity has been guaranteed through a municipal ordinance, institutionalizing continuous improvement and a more transparent and participatory public administration.
