San Pedro Garza García: Social Fabric Reconstruction

The Social Fabric Reconstruction Program is a community intervention initiative implemented in neighborhoods with educational, economic, and civic participation gaps in San Pedro Garza García, Mexico. Although this municipality has one of the highest human development indexes in the country, there are neighborhoods that do not share these conditions of well-being; the Municipal Development Plan identifies at least 18 such areas.

In 2024, the Secretariat of Citizen Participation and Open Government created the Social Fabric Reconstruction Coordination Unit to address this reality, drawing on experiences from contexts of violence and social fragmentation in Mexico. The program implements community engagement processes based on the Pedagogy of Good Coexistence, beginning with participatory diagnoses and direct engagement with residents.

This process made it possible to identify key challenges, including loss of trust, weakened community ties and sense of belonging, and reduced capacities to manage conflicts and build agreements. In response, the program promotes spaces for dialogue and encounter where people can recognize one another, listen, and rebuild relationships, including intergenerational exchanges. Children and adolescents are also involved through age-appropriate activities aimed at developing skills for coexistence and conflict resolution.

Sustainability is structured in three cycles: introduction to reconstruction tools; appropriation of the methodology and capacity building; and consolidation of community committees composed of Peace Promoters, who foster self-management within their neighborhoods. The initiative is supported by a diverse ecosystem of actors, including Telar A.C., the University of Monterrey, and municipal departments, which facilitate training, coordination, and community outreach.

Interventions have been carried out in more than ten neighborhoods, involving over 900 adults and older adults, more than 70 children, and the training of 50 individuals as Peace Promoters committed to continuing these processes. The program is evaluated through quantitative and qualitative tools that measure changes in social bonds, identity, and community agreements, enabling continuous improvement and ensuring long-term sustainability.
