Participatory Budget 2025 – San Pedro Garza García consisted of the redesign of a citizen participation mechanism that allows residents to propose and prioritize projects to improve their surroundings, strengthening collaboration between the community and the municipal government. The program has existed since 2001 and, starting in 2025, was updated to restore one of its core principles: ensuring that all neighborhoods receive allocated resources, eliminating competition among communities for a limited pool of projects.

The practice is implemented at the municipal level through the participation of 181 Neighborhood Councils, which act as community representatives in identifying needs, formulating proposals, and monitoring projects. This model enables the articulation of citizen participation with the technical work of municipal departments, under the coordination of the Open Government Directorate, which is responsible for organizing the process, facilitating community dialogue, and overseeing implementation.

The process includes phases of proposal submission, technical validation by various municipal departments, community prioritization, and project execution. On average, the program labels around 200 projects per year, with an investment of approximately 100 million pesos, benefiting more than 200 neighborhoods in the municipality. Common projects include mobility improvements, cable consolidation, installation of security cameras, and the rehabilitation of parks and public spaces.

Additionally, the program incorporates technological tools that enhance transparency and project monitoring. Through the platform hacemos.sanpedro.gob.mx, citizens can access information about proposals and track the progress of interventions, while internal municipal systems allow for monitoring the operational and administrative status of each project.

Overall, the program promotes a model of collaborative governance that builds community-based solutions for public spaces, strengthening neighborhood participation and institutional coordination to transform local needs into concrete projects with territorial impact.
