Santiago de Cali: School of Political and Social Advocacy

The School of Political and Social Advocacy of Santiago de Cali is a public initiative that strengthens participatory democracy through the training and political empowerment of women in the territory. Led by the Subsecretariat for Gender Equity of the Secretariat of Social Welfare, the initiative seeks to reduce gaps in political participation and promote more democratic and peaceful communities by strengthening women’s capacity to influence public decision-making and the transformation of their communities.

The practice consists of a participatory training process aimed at women from both urban and rural areas of the District of Santiago de Cali. Through open calls and a territorial and intersectional approach, the School brings together community leaders, young women, caregivers, and women linked to social organizations and community spaces. Its methodology combines theoretical training with experiential learning through eight modules and nine in-person sessions addressing topics such as gender equality, women’s human rights, political leadership, citizen participation, territorial advocacy, and the development of strategic plans for collective action.

Beyond being a training program, the School serves as a platform to strengthen networks of women’s leadership and expand women’s participation in local governance spaces. Participants develop capacities to engage in dialogue with institutions, build collective agendas, and promote changes in their territories, generating advocacy processes within community forums, social organizations, and citizen participation mechanisms.

The initiative is articulated with women’s networks, universities, and community actors, and it connects with institutional mechanisms such as the Territorial Women’s Committees and the Public Policy for Women of Santiago de Cali (2022–2031). In this way, it contributes to institutionalizing women’s leadership processes and strengthening the relationship between citizens and public institutions.

With sustained development over time and wide territorial coverage, the School has become an innovative strategy for political education for women, promoting citizenship-building, strengthening community leadership, and fostering democratic transformation from the territories.
