Santiago de Cali: District Care System – CuidArte

The District Care System of Santiago de Cali – CuidArte consisted of designing and implementing a territorial public policy that recognizes care as a fundamental pillar of social well-being, gender equality, and the city’s sustainable development. The initiative emerged as a response to the historical overload of unpaid care work, which falls primarily on women, and seeks to redistribute these responsibilities through services, social infrastructure, community networks, and institutional coordination.

Through the creation of territorial care ecosystems in both urban and rural areas, the system integrates services related to well-being, education, health, culture, sports, psychosocial support, and economic empowerment strategies for caregivers and those who require care, such as children, older adults, and persons with disabilities. Between 2024 and 2025, multiple care ecosystems were implemented across the city, engaging more than 4,500 women caregivers and impacting over 6,200 people through a comprehensive range of services and support processes.

The initiative is implemented through a collaborative governance model that brings together the Secretariat of Social Welfare, other district administration departments, social organizations, community leaders, the private sector, and international cooperation. This coordination strengthens institutional services, promotes shared responsibility for care among the State, families, and communities, and expands opportunities for social and economic inclusion for women caregivers.

The system incorporates participatory methodologies, cultural transformation processes, creative pedagogies, and community communication strategies that position care as a public issue and promote new forms of citizen participation. It also includes territorial monitoring mechanisms, information systems, and institutional coordination spaces that allow for tracking results, adjusting implementation, and ensuring transparency in management.

In this way, CuidArte has contributed to consolidating an innovative public policy that strengthens participatory democracy, advances the care economy, and positions Cali as a regional reference in building more inclusive, equitable, and sustainable cities.
