Temuco: Co-creation of Public Safety – Participatory Mapping in Temuco

The initiative “Co-creation of Public Safety: Participatory Mapping in Temuco” is a project promoted by the Municipality of Temuco that seeks to strengthen citizen participation in the management of public safety through the development of territorial diagnoses built together with the community.

Through a participatory mapping methodology, residents, community leaders, and local organizations collectively identified security issues, risk factors, and environmental conditions that affect coexistence in their neighborhoods. This process made it possible to combine the territorial knowledge of communities with available institutional data, generating more comprehensive diagnoses to guide the planning of preventive actions.

Since the initiative began in July 2023, 78 participatory sessions have been carried out across different macro-sectors of the municipality, bringing together approximately 75 social organizations, mainly Neighborhood Security Committees and Neighborhood Councils, with the participation of around 620 people. The process made it possible to identify 2,076 risk factors associated with security and community coexistence, including areas perceived as unsafe, incivilities, escape routes used for criminal activity, and the presence of small-scale drug trafficking. This information has helped prioritize preventive interventions and strengthen municipal planning in the area of public safety.

The results of the process were incorporated as inputs into the Temuco Municipal Public Safety Plan (in force since 2025) and other prevention initiatives promoted by the Municipality. In addition, the initiative has contributed to strengthening collaboration between the Municipality and an active community network composed of 245 security committees and more than 3,200 organized residents.

Overall, the experience demonstrates how participatory mapping can become an effective tool for democratic innovation, allowing citizens to actively contribute to the development of territorial diagnoses and the improvement of public policies on safety and community coexistence.
