São Paulo: Youth in Government – What if I Were Mayor?

Youth in Government is a theoretical and practical training program that encourages youth participation in active citizenship by bringing young people closer to public administration. The program adapts the training “Open Government in Practice” into an accessible, dynamic, and playful language, facilitating the understanding of concepts related to the public sector.

The training is divided into two modules. In the first module, participants are introduced to the concepts of Open Government, its pillars, and the tools of the Municipality of São Paulo that encourage social participation in the public policy cycle, as well as participatory processes in which young people can act as decision-making actors. In the second module, participants experience the game “What if I were mayor?”, in which they take on the role of city managers and make decisions about the challenges of a fictional city based on available budgets and public policies.

A “Green Cities” version is currently being developed, focusing on sustainability. This version aims to connect the agendas of open government and sustainability, showing young people how public policies developed together with the population can make better use of territorial resources, becoming more sustainable and responsive while ensuring stronger environmental protection. The game also incorporates urban environmental challenges that represent major issues for public management today, such as floods, landslides, and urban heat islands, as well as examples of sustainable policies and nature-based solutions that can help mitigate them.

The project received the Municipal Simple Language Seal and has already reached more than 1,000 young people, with the support of more than 20 partners, including civil society organizations and public facilities. It has also been implemented in partnership with different municipal departments and used to promote other public policies in the city of São Paulo, such as the Municipal Citizen Budget and the Municipal Environmental Education Plan.
