Istanbul: Kampüste Çözüm (Solution at Campus)
The Solution at Campus Unit is an innovative participation platform established by the Istanbul Metropolitan Municipality to incorporate university students into urban governance.
Operating directly on campuses with two mobile vehicles and booth setups, the unit runs a multi-layered communication model through formal visits to university administrators, seminars with student clubs, and field surveys. In 2025, 571 activities were carried out, 107,157 people were reache and 5,061 surveys were conducted.
Students are introduced to a range of IMM services including the Genç Üniversiteli scholarship, IMM dormitories, Youth Offices, and internship and employment opportunities. Student requests are recorded through the municipality's CRM system and forwarded to the relevant directorates. Participation in club events and material support are also provided.
The unit aims to transform the IMM from a structure defined by the traditional understanding of municipal governance — one that merely delivers services — into a mechanism that thinks and produces together with young people. Students' project ideas are connected with the relevant units and converted into actionable solutions, taking participatory democracy into a concrete model of implementation.
In response to the demands collected, the IMM has introduced new bus routes and campus shuttle services, accelerated metro construction, established regional employment offices, and provided young people with free cultural and arts events.
The unit serves as a bridge that transforms university students from passive service recipients into active stakeholders in urban governance, with the goal of strengthening participatory democracy.
