We would strengthen the emphasis on citizens’ initiative as an engine of local institutional agendas. We would place additional emphasis on a) the need for alternative spaces for social innovation and decision-making outside formal channels and in-between state and citizen, in which local authorities participate but do not dominate b) tools, decision-guides and training resources to enable local authorities to design appropriate participatory ecosystems c) a commitment to coproduction as a guiding principle in reshaping local authority relationships with citizens at the strategic agenda-setting, policy initiation and design phases. We need to create plural spaces of decision-making, where people have the ability to exercise collective decision-making in multiple fora (for example, as co-owners and co-governers of energy or water utilities).
