El Ayuntamiento de Madrid presenta, a través del Área de Gobierno de Coordinación Territorial y Cooperación Público-Social, los Foros Locales de Distrito, espacios presenciales de participación ciudadana en el ámbito de proximidad de las vecinas y vecinos de la ciudad de Madrid.

2) ¿En qué consiste la experiencia? (300 palabras)
Los Foros Locales son los espacios de participación en los que todas las vecinas y vecinos y las entidades sin ánimo de lucro de Madrid se reúnen de forma presencial para debatir y trabajar en iniciativas para mejorar la ciudad desde la perspectiva de sus barrios y distritos.
Hay un Foro Local en cada uno de los 21 distritos de la ciudad. Todos ellos se constituyeron en febrero de 2016.

Los Foros Locales tienen dos objetivos fundamentales:
• Impulsar la participación ciudadana y la implicación activa de la ciudadanía y de las entidades sin ánimo de lucro en el diseño, desarrollo y evaluación de las políticas municipales desde la perspectiva de los Distritos. Son un espacio, por tanto, de coproducción de políticas públicas. Sus acuerdos son de carácter referencial para las concejalías presidencias de los Distritos.
• Constituyen, además, espacios de rendición de cuentas de las Presidencias de distrito ante la ciudadanía.

Cada Foro Local, presidido por la Concejalía del Distrito, se organiza en tantas mesas temáticas y grupos de trabajo consideren sus participantes, de acuerdo a la configuración social y territorial específica de cada distrito y a los intereses de los participantes. Si bien el reglamento de los Foros Locales fija sus normas básicas de funcionamiento, contempla un alto grado de autoorganización para evitar excesivas rigideces.
El plenario del Foro Local elige entre sus miembros a la Vicepresidencia.
Las Vicepresidencias, junto con las Coordinaciones de cada mesa y grupo de trabajo y la Secretaría del Distrito conforman la Comisión Permanente del Foro Local, en la que participan asimismo representantes de los grupos políticos municipales, con voz, pero sin voto. Esta Comisión ordena los acuerdos que el Foro Local eleva al Pleno del Distrito.
Las Vicepresidencias, junto con las Coordinaciones de cada mesa y grupo de trabajo y la Secretaría del Distrito conforman la Comisión Permanente del Foro Local, en la que participan asimismo representantes de los grupos políticos municipales, con voz, pero sin voto. Esta Comisión ordena los acuerdos que el Foro Local eleva al Pleno del Distrito.
Preferentemente, las decisiones se adoptan por consenso.
Las Vicepresidencias de todos los Foros Locales junto con el Delegado del Área de Coordinación Territorial y Cooperación Público-Social conforman la Red de Foros Locales, que garantizan la coordinación de todos los Foros Locales y pueden proponer cambios en el reglamento de funcionamiento de estos espacios.

Cada Foro Local cuenta con una persona contratada por el Ayuntamiento de Madrid para dinamizar estos espacios.
3) ¿Por qué es innovadora? (150 palabras)
o Es un espacio en el que participan las vecinas y vecinos a título individual y las entidades sin ánimo de lucro. La ponderación de voto está configurada de tal manera que no inhibe la participación individual. Ambas realidades conviven y cooperan en la consecución del bien común.
o El reglamento contempla un alto grado de autoorganización para respetar la configuración específica de cada Foro Local.
o Las decisiones se adoptan, preferentemente, por consenso, a fin de promover el debate y el encuentro de perspectivas diferentes.
o Los acuerdos adoptados son de carácter referencial para las Presidencias de Distrito, que rinden cuentas de su actuación ante los plenos de los Foros Locales.
o Los miembros de los grupos políticos municipales tienen voz, pero no voto, para respetar el carácter ciudadano de este espacio.

The configuration of the Local Forums enables the different territorial dimensions to be considered: 1) neighbourhood-district and 2) city, through inter-district themed tables and the Network of Local Forums.
The Network of Local Forums is able to propose a modification to the regulation governing the functioning of these spaces.

Les forums locaux sont des espaces de participation dans lesquels tous les habitants et les entités à but non lucratif de Madrid se réunissent en personne pour débattre et travailler sur des initiatives afin d’améliorer la ville d’un point de vue de ses quartiers et ses districts.
Chaque district des 21 districts de la ville comprend un forum local. Tous ont été constitués en février 2016.

La séance plénière du forum local désigne parmi ses membres la vice-présidence.
Les vice-présidences, avec les coordinations de chaque table et groupe de travail et le secrétariat du district, constituent la commission permanente du forum local, à laquelle participent également des représentants des groupes politiques municipaux, avec voix consultative. Cette commission ordonne les accords que le forum local soumet à la séance plénière du district.
De préférence, les décisions sont adoptées par consensus.

Il s’agit d’un espace auquel participent tous les habitants à titre individuel et les entités à but non lucratif. La pondération des voix est configurée de manière à ne pas réfréner la participation individuelle. Les deux réalités cohabitent et coopèrent dans l’obtention du bien commun.
Le règlement prévoit un haut degré d’auto-organisation pour respecter la configuration spécifique de chaque forum local.
