Orçamento Participativo dos Açores
El OPAzores es un proceso democrático deliberativo, directo y universal que busca el refuerzo de la calidad de la democracia, valorizando la democracia participativa, fomentando la participación activa e informada de los ciudadanos en el proceso de decisión política y estimando la cohesión económica y social, potenciando el surgimiento de proyectos que contribuyan para el desarrollo de las Azores. La implementación de esta práctica pretende, además, combatir fenómenos de alejamiento de los ciudadanos de la participación en la vida colectiva de sus comunidades, reforzando el poder autonomico de la Región.
En la 1ªedición del OP Azores, unos 1.500 ciudadanos participaron en las sesiones de presentación y encuentros participativos, que se han realizado en las 9 islas del archipiélago. De estos 1.500 ciudadanos, 545 presentaron 324 ideas, siendo que 181 (56%) han sido aprobadas, de acuerdo con los principios y normas del OP Azores, y 154 propuestas se sometieron a la votación de los ciudadanos. En la fase de votación se registraron cerca de 5.000 (4.996) votos por los ciudadanos, haciendo que las propuestas originaran 29 proyectos, en ejecución por el Gobierno Regional de las Azores.
Las Azores son un archipiélago compuesto por 9 islas, con una población residente de unos 243.862 habitantes. El número de votos registrados en la 1ªedición del OPAzores, que corresponden a una representatividad de 2,05%, lo que, comparativamente con la 1.ªedición del Presupuesto Participativo de Portugal (0,78%), u com la 1.ªedición del Presupuesto Participativo de Lisboa (0,10%), el más antiguo OP del país, representa una mayor tasa de adhesión.
Para garantizar la equidad en las inversiones públicas, propuestas y votadas por los ciudadanos,se ha diseñado una fórmula de cálculo que ha ponderado,en particular,el número de habitantes y área.
Podían participar nacionales y extranjeros residentes en Portugal,en persona en las reuniones de participación o en línea(https://op.azores.gov.pt).Los ciudadanos entre los 14-17años podían presentar ideas a la área de la juventud.Los ciudadanos de más de 30años podían someter ideas la ambiente,la inclusión social y el turismo.Los ciudadanos de entre 18-30años podían proponer ideas a las cuatro áreas.
The OP Açores is a direct and universal democratization process aimed at strengthening the quality of democracy, enhancing participatory democracy, fostering the active and informed participation of citizens in the political decision-making process, and stimulating economic and social cohesion through projects that contribute to the development of the Azores. The implementation of this practice also intends to combat problems related to the alienation from the citizen's participation in the collective life of their communities, as well as strengthening the autonomy of the Region.
Around 1.500 citizens participated in the 1st edition of the OP Açores, of which, 545 citizens presented 324 ideas that sparked from presentation sessions, participatory meetings in the 9 islands of the archipelago and online presentation. Over 55% of these ideas were approved (181) based on the principles and rules of the OP Açores, being transformed into 154 proposals that were put to a vote by citizens. Almost 5.000 (4.996) citizens voted in the final ideas, giving rise to 29 projects which are being implemented by the Regional Government of the Azores.
The Azores is an archipelago composed of 9 islands, with a resident population of about 243,862 inhabitants. The number of votes registered in the 1st edition of the OP Açores corresponded to a representation rate of 2.05%, which compared with both the 1st Edition of the Participatory Budget of Portugal (0.78%) and 1st Edition of the Participatory Budget (PB) of Lisbon, the oldest PB of the country (0.10%), means a higher rate of participation.
In order to guarantee fairness in public investment distribution throughout the 9 islands, factors like population and island size were considered.
National and foreign citizens living in Portugal were able to participate in the presentation of ideas, in one of the many participatory meetings or online (https://op.azores.gov.pt). Citizens between the ages of 14 and 17 could present ideas to the youth area. Citizens over 30 could submit ideas to the areas of environment, social inclusion and tourism. Citizens between the ages of 18 and 30 could propose ideas to the 4 areas.
L’OPAçores est un processus de démocratisation délibératif, direct et universel visant à renforcer la qualité de la démocratie, à valoriser la démocratie participative, à favoriser la participation active et informée des citoyens au processus de décision politique et à stimuler la cohésion économique et sociale, potentialisant l’émergence de projets qui puissent contribuer au développement des Açores. La mise en œuvre de cette pratique vise également à combattre les phénomènes d'aliénation des citoyens de la participation à la vie collective de leurs communautés, renforçant ainsi l'autonomie de la région.
La première édition de l’OPAçores a compté environ 1.500 citoyens, entre des séances de présentation et des réunions participatives dans les 9 îles de l’archipel, dont 545 citoyens ont présenté 324 idées. 56% de celles-ci ont été approuvées (181) basés sur des principes et règles de l’OPAçores et 154 propositions ont été soumises au vote par les citoyens. Lors de la phase de vote, environ 5.000 (4.996) votes ont été reçus par les citoyens, ce qui a permis que les propositions donnent lieu à 29 projets qui sont en train d’être mis en œuvre par le GRA.
Les Açores sont un archipel composé de 9 îles et d’une population résidente d’environ 243.862 habitants. Le nombre de votes enregistrés dans la 1ère édition de l’OPAçores correspond à un ratio de représentativité de 2,05%, ce qui est comparable à la première édition du Budget Participatif du Portugal (0,78%) et à la première édition du Budget Participatif de Lisbonne, le plus ancien Budget Participatif du pays (0,10%), qui signifie le ratio d’adhésion le plus élevé.
Afin de garantir l'équité dans les investissements publics,proposés et votés par les citoyens,on a élaboré une formule de calcul qui pondère,entre autres,le nombre d'habitants et la superficie.
Les citoyens nationaux et étrangers résidant au Portugal ont pu participer à la présentation des idées,en personne ou lors d'une réunion participative ou en ligne.Les citoyens âgés de 14-17 ans pouvaient présenter des idées au secteur jeunesse.Les citoyens âgés de plus de 30 ans pouvaient soumettre des idées dans les domaines de l'environnement,de l'inclusion sociale et du tourisme.Les citoyens âgés de 18-30 ans pouvaient proposer des idées aux quatre domaines.

Congratulations on a great job you're doing there! It's such a pleasure to see that the participative democracy principals are overcoming even the geography challenge bringing access to 9 different islands around the country. I just got some issues that I'd like to clarify my mind about the proposal. How do you do for engaging people from different places around the territory? How the logistic of the participation really works there? Is there an online way to participate in the process?

Answering your questions:
To attract people and publicize the project, we created promotional videos to promote on social networks (facebook and instagram) and on the local television channel, we created ads for radio and press, we created leaflets and posters to distribute for the public services and gave interviews radio and television. We ask the collaboration of the municipalities and parish councils in the dissemination of this initiative, in places managed by them. And we got in touch with several entities, namely, recreational, cultural and youth.
We held participatory meetings in schools, so that we could not only introduce the young people and adults to the project, but also to present ideas that they would like to see developed by the Açores OP. All these meetings were publicized on social networks, through the publication of photographs and videos announcing presence in each county.
n addition, any citizen who had any doubts about the project could clarify it through the free call to the green line of citizen support (800 500 501), through the email (op@azores.gov.pt) or through the facebook chat (https://www.facebook.com/OPAZORES/).
With regard to the logistics of participation, this can be done by national and foreign citizens residing in Portugal, aged 14 or over, where they could submit proposals to any of the nine islands of the Region,in person, at participatory meetings or online on our website (https://op.azores.gov.pt/).
Citizens between the ages of 14 and 17 can only present ideas related to the youth area, subdivided in subjects of citizenship, healthy living habits and technology, citizens over 30 years can present proposals aimed at the areas of the environment, inclusion social and tourism and citizens aged between 18 and 30 years can present proposals to the four thematic areas for the competition (environment, social inclusion, youth and tourism).
Citizens also participate in the voting phase, having the right to only 1 vote, although it is not mandatory to vote on a proposal from their island of residence. Voting can be done through our website or by free SMS for the number 3838, requiring in both cases an authentication with the civil identification number and identification of the proposal in which they intend to vote.
Finally, when it comes to online participation, it can be done through our website where citizens can participate in the process by presenting ideas or voting on proposals that want to see winners. And in addition, they can also follow the whole process, accompanying not only the ideas presented by other citizens, but also have knowledge of the winning projects and monitor their execution.
