ESPAÑOL 1) ¿Quién presenta la candidatura? La candidatura del Programa Voluntariado Legislativo es impulsada por la Municipalidad de Godoy Cruz (Mendoza, Argentina), y en alianza con Fundación para el Desarrollo Cívico Ciudadano. El Voluntariado Legislativo consiste en la construcción de forma participativa de iniciativas legislativas que contribuyan a resolver problemáticas públicas de interés para la ciudadanía. Se materializa mediante una serie de instancias de aprendizaje destinado a cualquier persona mayor de 16 años, sin requerimiento de conocimientos previos. Las y los participantes son protagonistas de un proceso de innovación social que consta de 4 etapas: inmersión en el contexto; definición del problema; ideación; y prototipado y testeo; en base los lineamientos de apertura del Estado establecidos por el Ministerio de Modernización de la Nación. Los objetivos de la actividad son: · fomentar la participación de la ciudadanía en la elaboración y la gestión de políticas públicas; · optimizar los canales locales de diálogo entre la ciudadanía y los agentes gubernamentales (ejecutivos y legislativos) del gobierno nacional, provincial y municipal; · facilitar el uso ciudadano de la información pública desde la concepción de Gobierno Abierto; · ofrecer herramientas para analizar, diagnosticar y diseñar proyectos legislativos de forma participativa para responder a necesidades sociales detectadas. El marco legal del Voluntariado Legislativo es el dispuesto por la Ley Nacional de Voluntariado Social Nº 25.855, y en particular en Godoy Cruz, lo normado por las Ordenanzas municipales Nº 6576 “Sistema Integral de Participación Ciudadana” y Nº 6591”Programa de Voluntariado Legislativo”. Además significa un aporte para el alcance de la meta 16.7 de los Objetivos de Desarrollo Sostenible y al Eje 4 “Godoy Cruz Transparente” del Plan Estratégico de Gobierno Local 2016 - 2024. 3) ¿Por qué es innovadora? El Voluntariado Legislativo promueve la creatividad en el diseño de nuevas soluciones públicas generando valor agregado a partir de la incorporación de actores territoriales individuales o colectivos que hasta el momento no han sido parte del proceso de toma de decisiones estatales. El diálogo directo con los dirigentes políticos y operadores técnicos, y con el uso de herramientas pedagógicas basadas en la educación popular, la ciudadanía ejerce sus derechos cívicos de forma activa. The candidacy of the Legislative Volunteer Program is promoted by the Municipality of Godoy Cruz (Mendoza, Argentina), and in partnership with the Foundation for Civic Development. The Legislative Volunteering consists in the participatory construction of legislative initiatives that contribute to solving public problems of interest to the citizens. It is materialized through a series of learning instances for anyone over 16 years of age, without prior knowledge. The participants are protagonists of a process of social innovation that consists of 4 stages: immersion in the context; definition of the problem; ideation; and prototyping and testing; based on the opening guidelines of the State established by the Ministry of Modernization of the Nation. The objectives of the activity are: · Encourage the participation of citizens in the development and management of public policies; · Optimize local channels of dialogue between citizens and government agents (executive and legislative) of the national, provincial and municipal government; · Facilitate the citizen use of public information from the conception of Open Government; · Offer tools to analyze, diagnose and design legislative projects in a participatory manner to respond to detected social needs. The legal framework of the Legislative Volunteering is the one established by the National Law of Social Volunteering Nº 25.855, and in particular in Godoy Cruz, what is regulated by municipal Ordinances Nº 6576 “Integral System of Citizen Participation” and Nº 6591 ”Legislative Volunteering Program” . It also means a contribution to the scope of goal 16.7 of the Sustainable Development Goals and Axis 4 "Godoy Transparent Cross" of the Strategic Plan for Local Government 2016 - 2024. 3) Why is it innovative? The Legislative Volunteering promotes creativity in the design of new public solutions generating added value from the incorporation of individual or collective territorial actors that have not yet been part of the state decision-making process. With direct dialogue with political leaders and technical operators, and the use of pedagogical tools based on popular education, citizens actively exercise their civic rights. Il est matérialisé par une série d'instances d'apprentissage pour toute personne de plus de 16 ans, sans connaissance préalable. Les participants sont les protagonistes d'un processus d'innovation sociale qui se compose de 4 étapes: immersion dans le contexte; définition du problème; idéation; et prototypage et test; sur la base des directives d'ouverture de l'État établies par le Ministère de la modernisation de la nation. Les objectifs de l'activité sont: · Encourager la participation des citoyens à l'élaboration et à la gestion des politiques publiques; · Optimiser les canaux locaux de dialogue entre les citoyens et les agents gouvernementaux (exécutif et législatif) du gouvernement national, provincial et municipal; · Faciliter l'utilisation citoyenne de l'information publique dès la conception du gouvernement ouvert; · Offrir des outils pour analyser, diagnostiquer et concevoir des projets législatifs de manière participative pour répondre aux besoins sociaux détectés. Le cadre juridique du Volontariat Législatif est celui établi par la Loi Nationale du Volontariat Social Nº 25.855, et en particulier à Godoy Cruz, ce qui est réglementé par les Ordonnances municipales Nº 6576 "Système Intégral de Participation Citoyenne" et Nº 6591 "Programme Législatif de Volontariat" . Cela signifie également une contribution à la portée de l'objectif 16.7 des Objectifs de développement durable et de l'Axe 4 «Croix transparente Godoy» du Plan stratégique pour les collectivités locales 2016-2024. 3) Pourquoi vous considérez que c’est une pratique innovante? Le Volontariat Législatif favorise la créativité dans la conception de nouvelles solutions publiques générant une valeur ajoutée à partir de l'intégration d'acteurs territoriaux individuels ou collectifs qui n'ont pas encore fait partie du processus décisionnel de l'État. Dialogue direct avec les dirigeants politiques et les opérateurs techniques, et grâce à l'utilisation d'outils pédagogiques basés sur l'éducation populaire, les citoyens exercent activement leurs droits civiques.
