Systematization of the participatory budgeting process of the Metropolitan Municipality of Lima

The creation of the "Computer System for the development of the Participatory Budget Process of the Metropolitan Municipality of Lima" was achieved thanks to the joint effort of various areas of the Metropolitan Municipality of Lima and the Regional Government Programme of Metropolitan Lima, linking and articulating common actions to involve the greatest number of citizens and neighbourhood organisations in the process, with the aim of improving the conditions and quality of life of citizens in their respective localities.

This initiative arose from the need to allow the participation of neighbours in the Participatory Budget process, allowing them to express their ideas, projects and initiatives without being physically exposed at this time of health emergency.

From an institutional point of view, we consider that the "Computer System for the development of the Participatory Budget Process of the Metropolitan Municipality of Lima" is a management tool that can be replicated in any territorial area at the national level, promoting the inclusion of people with physical disabilities and safeguarding the health of those at risk of being severely affected.

On the other hand, the emphasis on promoting the presentation of projects of a social nature meant that 24% of the projects prioritised in this process had this focus and 15% of the total budget was of this nature, in contrast to previous years in which this type of project was non-existent and in which road infrastructure took precedence.

Finally, it is worth highlighting the strengthening of State-Society relations, since the representatives of the population's organisations and the Metropolitan Municipality of Lima have jointly prioritised the investment actions or projects to be implemented, generating commitments from all the participating agents to achieve the strategic objectives for the benefit of the population.
