Nuevo Leon: Update of the Strategic Plan for the State of Nuevo Leon 2015-2040 "Nuevo Leon Tomorrow"
The Nuevo León Council for Strategic Planning, an advisory body to the executive branch and responsible for strategic planning, monitoring and evaluation in the state of Nuevo León (Mexico) is in the process of updating the 2015 - 2030 Strategic Plan by expanding its scope from 2030 to 2040 with a focus on citizen participation and a monitoring and evaluation perspective.
Based on the experience and lessons learned from the review process of the 2019 Strategic Plan, in which the Organization for Economic Cooperation and Development (OECD) and the National Public Policy Laboratory (LNPP) of the Center for Economic Research and Teaching (CIDE) participated, a new process was defined for updating the new Strategic Plan for the State of Nuevo León 2015-2040, with a series of modifications and improvements to the participatory processes of diagnosis, review and construction of aspirations, objectives, strategic lines and indicators.
The main objective of the process of updating the Strategic Plan for the State of Nuevo León 2015 - 2040 was to consolidate the work of the Nuevo León Council for Strategic Planning as the body responsible for strategic planning in the entity, by connecting different participation tools within an ecosystem of participatory democracy. Under this, in order of relevance, the following are aligned: 1) Improve the quality of public decisions through mechanisms of participatory democracy, 2) Incorporate diversity as a criterion of inclusion and 3) Achieve greater levels of equality when it comes to participation.
The process of updating the Strategic Plan was divided into seven general stages: 1) Update of diagnoses, 2) Consultation of vision 2040, 3) Strategic Foresight Workshops, 4) Collective intelligence work tables, 5) Public consultation of drafts, 6) Consultation of indicators and 7) Final edition of the Strategic Plan.
This process democratizes the update by giving everyone with an Internet connection the opportunity to participate in the generation of inputs to define the future they want for the next 17 years. It is complemented by the house-to-house version of the survey to give a voice to those who do not have access to the Internet.
The experience fosters inclusion by incorporating the needs of different priority groups, such as people with disabilities, the elderly, people with mobility issues, infants, adolescents, the LGBTQT+ population and women, within two specific sections. The Social Development chapter and the Strategic Issues Agenda focuses on indigenous people and communities.
The Nuevo León Council for Strategic Planning's aspiration was for the Strategic Planning to be a more robust, easier to understand, legitimate, more democratic and innovative document. Thanks to the openness, an open and accessible channel for the entire population was promoted to reflect the status of priority issues in Nuevo León.
Finally, each stage of the Strategic Plan update was specifically measured through criteria such as outreach to the population, quality of the products generated in each of the stages and the level of acceptance within each of the commissions of the Nuevo León Council for Strategic Planning.
