Santo Domingo de los Tsáchilas: Open Government Action Plan
The Province of Santo Domingo de los Tsáchilas in Ecuador has embarked on an innovative path towards the implementation of an Open Government, focused on citizen participation and transparency in public management.
The origin of this experience dates back to 2020, when the province joined the Open Government Partnership (OGP) in the Local Government category. As part of its integration, it promised to create an Open Government Action Plan that would arise from the citizens and integrate proposals that would be developed as commitments.
The first Provincial Action Plan for Open Government was successfully implemented, with three commitments aligned to the road, agro-productive and environmental axes. This plan was built, launched and implemented with the active participation of citizens through a multisectoral forum, which includes the general public, civil society, academia and public institutions.
The results of this first plan have been significant. The province has been selected as the winner of the "OGP-Local" Accelerator Award for its proposal in Environmental Innovation, and the local management model has served as a reference for other provincial and municipal governments.
Currently, the province is working on the construction of a second Open Government Action Plan, with thematic axes in Environment, Agro-productive Training and Tsáchila Culture. This new plan reflects the province's ongoing commitment to improving public management and including citizens in decision-making.
Regarding monitoring and evaluation, the province follows the criteria of the OGP-Local methodology and has implemented evaluation mechanisms to ensure the effectiveness of the policies and commitments implemented. Citizens have actively participated in the evaluation of the practice, which has made it possible to continuously improve the process and adapt it to the changing needs of the population.
