Department of Antioquia: Climate Change Adaptation Plan from Environmental Health for Antioquia - PACCSA
The Climate Change Adaptation Plan from Environmental Health for Antioquia - PACCSA has been developed through two agreements (formulation and short-term implementation) between the Sectional Secretariat of Health and Social Protection of the Government of Antioquia (departmental territorial entity) and the Faculty National Public Health Department of the University of Antioquia (first regional public university). His team is made up of professionals in health, engineering, environmental, social, economic and political sciences, who coordinate rigorous academic work and a process of citizen participation.
In a transversal way, a communications plan is developed based on the CUSP Model, which contributes to the achievement of the PACCSA objectives in addition to being conducive to environmental education, mainly by:
- Consider science as an interactive part of society and establish ways for the public to reach a critical understanding of the scientific phenomenon, making them learn more about science (social institution) than about science (contents).
- Focus on the meaning of things, on how that knowledge is used socially.
- Expand the notion of experience, since it redefines the boundaries between experts and non-experts.
Workshops, meetings, diploma courses, seminars, contests, surveys and various activities have been developed, energizing a community of practice of more than 5,000 people including institutional, business, community and citizen actors, united in different ways to recognize the need to adapt to preserve health and act from the places they live in the department.
The Plan completed in 2022, contemplates 5 strategies formulated for each subregion (9 subregions) of Antioquia and 9 cross-sectional departments, for a total of 54, built after the application of the Driving Force Model complemented with voluntary citizen participation.
As can be understood in https://climaysaludantioquia.com/, PACCSA had a formulation phase between 2020 and 2021, it is in the implementation phase of short-term strategies called iPACCSA - CP in 2023. The other strategies must be developed with the participation of different actors until 2031.
With the deployment of short-term departmental strategies in 2023, it is sought that in each subregion social and collective changes of interest are promoted to recognize advanced actions in environmental matters for the legitimization of the process, the contextualization of actions, and the social empowerment and the co-construction of solution alternatives in a joint, collaborative and effective way that, with the implementation of an emerging model of climate governance, will guide the shared and coordinated territorial management process between all public and private sectors and civil society. medium and long term commitments.
It is expected that with the actions deployed, including evaluation ones, adaptation and resilience capacities to climate will remain installed in the subregions and municipalities.
