Euskadi: Agenda Nagusi, a model for public and social participation with the elderly
It's a model of public and social governance in collaboration with the elderly. One way of making better decisions in the face of social challenges is to compare them with the different agents involved, a methodology that promotes collective knowledge of society, bringing value to decision-making.
This model responds to the need for :
- BETTER DECISIONS MORE IN TOUCH WITH REALITY: on the one hand, public administration is faced with a government AGENDA full of complex challenges, requiring the broadest possible base of innovative capacity in order to make better decisions.
- PEOPLE WITH DISABILITIES WANT TO PLAY AN ACTIVE ROLE IN PUBLIC LIFE. THEY MUST BE CONSIDERED NOT ONLY AS "OBJECTS" OF ATTENTION AND CARE, BUT ALSO AS ACTIVE "SUBJECTS" IN THE SEARCH FOR SOLUTIONS.
- A GOVERNANCE MODEL BASED ON TRUST, TRANSPARENCY AND VISIBLE RESULTS.
THEME-DEFICTIONS" TO INTRODUCE FOR A GOVERNANCE PROCESS:
Topics of interest to be proposed either by civil society, via the EAB (Euskadiko Adinekoen Batzordea - Basque Country Assembly of Gifted People), or by the Basque Government (all departments).
- Subjects vary according to objective:
- For standardization (laws, decrees, regulations, etc.)
- For evaluation or specific proposals
- For anticipation or prospecting purposes
- Prioritization criteria :
- General interest
- Channelable/ manageable
- Fits in with skills
- Transversal
- Breadth and depth
- Role of older people: users vs. co-designers.
- Issues not addressed (new) and issues to be contrasted or improved.
Here are some of the challenges that were included in this Nagusi AGENDA:
- 2019- Over 500 people took part in the Care in the Family Environment challenge. RETURN: "Basque strategy to support carers in the family environment".
- 2020- As part of the pandemic containment, AGENDA NAGUSI TV is created, five programs of an hour and a half each, tackling the problem of unwanted loneliness. RETURN: AGENDA NAGUSI TV, the first Internet TV with and for the elderly. Over 25,000 people have been reached.
- 2021- The participatory process focuses on reflecting on the model of care for the elderly in Autonomous Community of the Basque Country (ACBC) residential centers, aiming to serve as a basis for the revision of the current ACBC Residential Centers Decree. RETURN: 40 PROPOSALS FOR CHANGES TO THE DECREE, forming the basis for agreements with Provincial Councils to amend the current Decree.
- 2022- The process focuses on the fight against AGEISM, with the participation of over 700 people. RETURN: Report on ageism situations in the ACBC and realization of an AWARENESS CAMPAIGN ON THE SUBJECT, as well as a TV program on Eitb.
- 2023- The theme of "NEW LONELINESS" is addressed: several lives in one life", the challenge of rethinking and imagining a new map of the Basque Country.
