Maia City Council carried out a consultation process with young people aged between 15 and 30 who live, study and work in Maia, inviting them to take part in the process of co-constructing the Municipal Youth Plan. To reach the widest possible audience, this process was carried out with young people from all parishes, including young people from ethnic minorities, young migrants and young people in NEET situations.

The aims of this practice were to listen to young people's concerns and proposals, design strategies with them and train them in processes of active participation and policy influence, to foster their critical spirit and bring them closer together.

With the scientific support of the Centre for Research and Studies in Sociology at ISCTE - Instituto Universitário de Lisboa, an online questionnaire was carried out to diagnose needs and gather contributions, which served as a first framework, and which achieved 313 responses. 

Based on the results obtained, 14 focus group sessions were held, 13 with 123 young people and one with 40 technicians from Maia - from different backgrounds within the Municipality's organisational structure, including specific ones from the Youth area and also from external entities - which made it possible to involve the professionals who work directly with young people. Each consultation session was organised based on the principles of non-formal education by the National Youth Council's Pool of Trainers and Facilitators.

This plan aims to orient the work and guide the political action of Maia City Council, defining and establishing priorities to respond to the rights, interests and challenges of young people in Maia.

Therefore, the information gathered and analysed from this participatory process was incorporated into the document co-constructed with young people, which includes 5 strategic objectives and 15 lines of action. These axes and objectives are transposed into the Annual Activity Plan, which defines the concrete actions to be carried out and, at the end of each year, are reflected in the Annual Activity Report, presented to the Municipal Youth Council.
