Maputo: Open Presidency/Open Government
Open Presidency has existed since the creation of municipalities in Mozambique, when the first executive took office in 1998. In the meantime, it has taken on different shapes/formats according to the challenges posed by each era.
The current format, which began in 2024 with the new executive, is called Open Presidency/Open Government. The method of this practice operates in four stages, namely, receiving information/complaints from citizens (via the whatsapp community group Juntos Vamos Abraçar Maputo), filtering the information/complaints to ascertain their veracity, approaching the site by the executive to assess the matter and intervening to remedy the problem/concern presented.
The most important thing in this governance tool is information, because without it the executive can't draw up an action plan for intervention. Interventions take place with the participation of everyone, including partners who contribute to ensuring the success of the municipality's interventions.
In a short space of time, we've had encouraging results, including the following interventions: Clearing of Avenida Marginal, acquisition of an industrial pump to suck up standing water and intervention in the Costa do Sol neighbourhood, opening of sluice gates for rainwater drainage, receiving support from a partner with cleaning materials and a meeting with the residents of the Magoanine A neighbourhood.
At the end of each intervention, the communications team gives feedback on the WhatsApp group, describing the information/complaint presented and the intervention made, to obtain emerging information and complaints for subsequent intervention. It has helped a great deal in terms of the council's interventions, since the executive obtains information more quickly about the situations that occur in the city. This way of dealing with the problems that afflict the citizens and, above all, the way we have been triggering prompt interventions has generated trust between the citizens and the city council. The interventions involve the community itself, partners and the city council.
