Bizerte: Financing Models and Urban Technologies for future Infrastructure
"Sustainable Digital Planning in Bizerte" (ITU Label as 1st African Smart City) consisted of a dynamic and inclusive approach to city development, rooted in the rich tradition of community engagement and collaborative decision-making. This practice, initiated after the Arab Spring in 2011, has evolved to address contemporary challenges such as urbanization, environmental sustainability, and social inclusion. Through a multi-faceted methodology, including needs assessments, visioning workshops, and action planning, stakeholders from diverse backgrounds were empowered to co-create a shared vision for the city's future. Leveraging digital technologies and strategic partnerships, the practice prioritized inclusivity, transparency, and innovation.
Key achievements include tangible improvements in infrastructure and quality of life for the residents, as well as enhanced public policies and administrative functioning. Importantly, the practice has contributed to the institutionalization of participatory democracy in Bizerte, fostering a culture of civic engagement and trust in local governance. As a result, the city is poised for sustainable development and resilient communities, guided by the collective aspirations of its citizens.
