Rosario: Participatory processes in habitat interventions in the city of Rosario (2020-2024). Neighborhoods: Banana-Cordon Ayacucho-Cullen-Moreno
In Rosario, difficulties in accessing housing give rise to the emergence of informal settlements. It is currently estimated that 39,101 families live in 114 settlements. The Municipality has been developing a sustained plan for the urbanization of settlements as a policy of social inclusion and community participation.
In the period 2020-2024, participatory processes were consolidated through the formulation and implementation of a Participatory Approach Plan for 4 neighborhoods.
The general objective is to generate and systematize tools and mechanisms for participation, with the aim of achieving consensus among all the actors involved. The actors involved are neighbors, government institutions, service providers and civil society organizations.
Within the framework of a comprehensive support process with the territorial presence of the field team, formal and regulated bodies are added, such as the Public Consultation, the Management Tables and the participatory planning and/or design processes, including:
- Planning for relocation to new housing
- Design of the urbanization of internal corridors within city blocks
- Design and maintenance of public spaces and green infrastructure
The means of communication used are constantly being updated in line with the alternatives provided by new information technologies. Likewise, the practice has innovated by incorporating new approaches such as climate change, renewing practices and dynamics that allow for awareness-raising and the collective development of new strategies.
The participatory bodies are monitored through an effectiveness index built from 4 indicators: attendance, participation, level of conflict and fulfillment of objectives, in order to adjust and optimize the methodology and the devices in particular.
As a result, around 3,010 families, out of a total of 3,750, participated in some form of participatory process. Four public hearings, 40 management roundtables and 120 meetings were held with an effectiveness index of 70 or higher. 9,000 women have participated in the activities carried out.
Based on the experience and the results, other Secretariats such as the Secretariat of Public Works requested the participation of our teams to lead participatory design processes in public spaces in different parts of the city, contributing to the institutionalization of these practices.
