Green Clean Tilottama Campaign
The Green Clean Tilottama campaign was launched on July 24, 2017, as a week-long initiative aimed at promoting waste management, raising awareness about sanitation, enhancing greenery within the municipality, and preserving the local environment and ecosystem. Following the success of this initial campaign, the municipality decided to extend it to a bi-weekly basis, which continues to this day. As urbanization increases, with migration from other parts of the country, growing industrialization, and rising population density, waste emissions have surged, significantly impacting the municipality’s environment. In response, the Green Clean Tilottama campaign has remained active, consistently working to manage waste and foster environmental protection while enhancing the local green spaces. Over the past five years, the municipality has allocated 3.5 billion NRs to support this initiative.
On March 15, 2023, the campaign celebrated its 100th edition. This milestone event marked a pivotal moment for the municipality, and was celebrated with broad community involvement, including local residents, government officials, non-governmental organizations, and other stakeholders. The celebration included a human chain along Siddhartha Highway, an intensive cleaning campaign, school programs, community discussions, and tree planting activities.
The 100th series of the campaign also led to the municipality's declaration of several key environmental initiatives. These included a commitment to environmentally friendly governance, a ban on tobacco products, and the continuation of the “My Pocket: My First Dustbin” initiative aimed at educating school children about waste management. This event helped mainstream critical environmental issues such as biodiversity conservation, climate change adaptation, and disaster management into the local planning process.
A significant shift occurred during the campaign’s progression, moving from a top-down, government-driven approach to a collaborative model involving service users, user committees, the municipality, and third-sector organizations (cooperatives). This change has been vital for the campaign’s sustainability and long-term success. By empowering citizens to play a role in the design and delivery of services, the municipality has ensured that the campaign continues to thrive and remain responsive to community needs.
