In this sense, the CHE Method (Communities Weaving Strategies) was used as a tool for neighborhood participation and advocacy. The implementation methodology was modified by the PICO Lab as the meetings progressed, even going so far as to develop its own neighborhood satisfaction survey and design innovative participatory specifications.</p><p>One of the main aims of this program is to ensure the presence of the Municipal Cabinet in the different neighborhood jurisdictions of the city, enabling residents and neighborhood-institutional representatives to meet with the local officials responsible for each area of government in their local area. Neighbourhood participation is the fundamental principle of this municipal program. Neighbours and neighbourhood institutions were invited to each decentralized meeting so that the participants had the opportunity to work collaboratively with the Mayor and with municipal officials.</p><p>The specially designed methodology was based on providing the opportunity for each person to contribute to the improvement of the city and their neighborhood from their own perspective; emphasizing and proclaiming that participation had a real impact on the design and decision of the actions to be developed in each neighborhood unit.</p><p>The three fundamental management principles for General Pico are Decentralization, Participation, and Innovation; with this premise, each public policy implemented has a fundamental participatory basis; which should prioritize the contributions of each neighbor for the construction of our community.</p><p>This municipal program is coordinated with other participatory and decentralized tools that the Municipality implements and carries out, such as the Pico General Participatory Budget, the Youth Participatory Budget and the Inter-neighborhood Council. En tal sentido, se utilizó el Método CHE (Comunidades Hilando Estrategias) como herramienta de participación e incidencia vecinal. La metodología de implementación fue modificada, por el PICO Lab, con el devenir de los encuentros; llegando incluso a desarrollar una encuesta de satisfacción vecinal propia y a diseñar novedosos pliegos participativos. </p><p>Este programa tiene como una de sus finalidades principales la presencialidad del Gabinete Municipal en las diferentes jurisdicciones barriales de la Ciudad, que posibilite el encuentro en territorio de vecinas, vecinos y representantes institucionales-barriales con las y los funcionarios locales responsables de cada área de gobierno. La participación vecinal es el principio fundamental de este programa municipal, en cada encuentro descentralizado se invitó a vecinos, vecinas e instituciones barriales para que las y los participantes tuvieran la oportunidad de trabajar colaborativamente con la Intendenta y con funcionarias y funcionarios municipales. </p><p>La metodología especialmente diseñada se basó en brindar la oportunidad a que cada uno pudiera aportar a la mejora de la Ciudad y de su Barrio desde su mirada; remarcando y pregonando que la participación tuviera real incidencia en el diseño y en la decisión de las acciones a desarrollar en cada unidad barrial.</p><p>Los tres principios de gestión fundamentales para General Pico son la Descentralización, la Participación, y la Innovación; con esta premisa, cada política pública ejecutada tiene una base participativa fundamental; que debe priorizar los aportes de cada vecina y vecino para la construcción de nuestra comunidad. </p><p>Este programa municipal se articula con otras herramientas participativas y descentralizadas que el Municipio implementa y lleva a cabo, tales como Presupuesto Participativo General Pico, Presupuesto Participativo Juvenil y el Consejo Interbarrial. La méthodologie de mise en œuvre a été modifiée par le PICO Lab au fur et à mesure des réunions, y compris le développement d'une enquête de satisfaction des voisins et la conception de spécifications participatives innovantes.</p><p>L'un des principaux objectifs de ce programme est d'amener le cabinet municipal dans les différentes juridictions de quartier de la ville, ce qui permet aux voisins et aux représentants institutionnels de quartier de rencontrer les fonctionnaires locaux responsables de chaque domaine de gouvernement. La participation des quartiers est le principe fondamental de ce programme municipal. Lors de chaque réunion décentralisée, les voisins et les institutions de quartier ont été invités afin que les participants aient la possibilité de travailler en collaboration avec le maire et les fonctionnaires municipaux.</p><p>La méthodologie spécialement conçue était basée sur la possibilité pour chacun de contribuer à l'amélioration de la ville et de son quartier de son propre point de vue, en mettant l'accent sur la participation à la conception et au processus de prise de décision des actions à développer dans chaque unité de quartier et en l'encourageant.</p><p>Les trois principes fondamentaux de gestion du General Pico sont la décentralisation, la participation et l'innovation ; dans cette optique, chaque politique publique mise en œuvre repose sur une base participative fondamentale, qui doit donner la priorité aux contributions de chaque voisin pour la construction de notre communauté.</p><p>Ce programme municipal s'articule avec d'autres outils participatifs et décentralisés que la municipalité met en œuvre et exécute, tels que le budget participatif général de Pico, le budget participatif des jeunes et le conseil interquartier.
