São Paulo: "Fiscal Education and Citizenship Platform"

The Fiscal Education and Citizenship Portal consists of the creation of an innovative digital platform, coordinated by the Municipal Secretariat of Finance of São Paulo, which integrates education, technology, and social participation to foster citizens’ awareness of taxation, public budgeting, and the role of social oversight. The initiative emerged in response to the challenge of addressing the population’s limited knowledge of fiscal matters, the fragmentation of information, and low levels of civic engagement in processes such as public hearings and monitoring the use of municipal resources.

The main objective of the portal is to democratise access to fiscal education, making complex content on taxation and public finances accessible to students, educators, public servants, and the general public. Its key features include the centralisation of multimedia materials (texts, videos, games, thematic learning paths, and facts) in simplified language; inspiration from international portals adapted to the local context; alignment with the Municipal Agenda 2030 and the National Fiscal Education Programme; and a strong emphasis on citizen participation and transparency. The platform is also responsive and brings together, in a single environment, educational resources, an interactive glossary, support materials, and information on participation channels and social oversight mechanisms.

Since its implementation in May 2025, the portal has reached more than 8,100 unique users, generating over 55,000 page views. Predominant access by residents of the city of São Paulo, combined with users from other Brazilian states and Portuguese-speaking countries, demonstrates its national and international reach. User interaction, through voluntary questionnaires, shows growing interest in issues related to public authorities, legislation, and social participation, as well as suggestions for new content.

The impact of the initiative is reflected in the strengthening of fiscal citizenship, increased monitoring of public expenditure, and greater engagement in municipal decision-making processes. By consolidating itself as an official and up-to-date repository for fiscal education, the portal contributes to building a more transparent, trustworthy, and co-responsible relationship between tax authorities and society, inspiring other cities to promote similar initiatives in support of democracy and social accountability.
