Chihuahua: Participatory Budgeting
The Participatory Budget of the Municipality of Chihuahua is an institutional mechanism of participatory democracy that allows citizens to directly decide on a portion of the municipal public budget through the proposal and voting of projects aimed at improving their community environment.
Implemented by the Municipal Government through the Coordination of Citizen Participation, this process seeks to bring public decision-making closer to people’s everyday lives, promoting a more collaborative relationship between government and citizens. Through an open call, residents from different neighborhoods and districts of the municipality submit project proposals mainly focused on improving public spaces, community and educational infrastructure, as well as urban equipment.
The proposals are reviewed by municipal departments to ensure their technical, regulatory, and budgetary feasibility. Subsequently, the validated projects are submitted to a citizen voting process in which thousands of residents participate to determine which projects will be funded with public resources. The winning projects are then implemented by the municipal government, and their progress is publicly communicated to ensure transparency and accountability.
This mechanism has strengthened the culture of citizen participation in the municipality by expanding opportunities for direct involvement in public decision-making. It has also made it possible to identify priority needs from the territory and channel resources toward projects with a high community impact.
Beyond the tangible improvements in public spaces, the Participatory Budget has contributed to consolidating a stable public policy for participatory democracy. It has strengthened coordination among municipal departments and promoted a more open, inclusive, and co-responsible form of governance. Over time, it has become a key instrument for strengthening citizens’ trust in public institutions and advancing toward a more participatory and transparent public administration.
