Sacaba: PAP SACABA for Pap Smear Monitoring and Cervical Cancer Prevention

PAP Sacaba consisted of the design and implementation of a municipal digital system for monitoring Pap smears and preventing Cervical Cancer (CACU) in the municipality of Sacaba, Bolivia. The initiative emerged in response to the need to overcome scattered manual records and delays in delivering results—factors that contributed to low coverage and late diagnoses.

The initiative digitalized sample registration, recording of Pap smear results, generation of statistics for decision-making, and traceability of the Pap smear process flow. This enabled the transition from an analog model to a digital monitoring system with real-time traceability and territorial targeting based on identified gaps.

The practice involved the Autonomous Municipal Government of Sacaba, healthcare personnel from local health centers, health promoters from CETM, LabTecnoSocial (technical development and support), and the PADEM program of Solidar Suisse (strategic and financial support during implementation). This multi-stakeholder coordination strengthened shared responsibility and local health governance.

In addition to the technological tool, intensive awareness campaigns were carried out in March and October, including outreach through local radio stations and door-to-door engagement to raise awareness among sexually active women, especially in peri-urban neighborhoods and rural communities. More than 8,000 women have been registered and monitored, improving coverage and timely follow-up.

PAP Sacaba helped institutionalize the use of data in public health management, optimize resources, and strengthen transparency through periodic reporting. Its modular architecture allows adaptation to other preventive programs and replication in other municipalities, consolidating an innovative practice that integrates technology, multi-stakeholder monitoring, and public health with a gender perspective.

In 2024, the InnovaTIC Bolivia Award recognized outstanding projects that use information and communication technologies to generate social impact and improve quality of life in the country. In that edition, the “PAP Sacaba” initiative received the award in the e-Social category, standing out as an innovative solution for Pap smear monitoring and cervical cancer prevention. This recognition highlighted its contribution to public health and its techno-social approach, positioning it among national initiatives that apply digital technologies to address real needs in local communities.
