Hybrid Participatory Budgeting - a methodological proposal to reduce urban and political inequalities in Volta Redonda, Brazil
En 2017, el órgano municipal tuvo la iniciativa de repensar el modelo del PP, sobre todo de manera a ampliar la participación social para los segmentos de la sociedad civil hasta entonces excluidos del proceso, como movimientos sociales, organizaciones de la sociedad civil y consejos y rescatar la confianza de los municipios en la política pública. Esta ampliación fue hecha con el auxilio de las tecnologías de información y comunicación, al crear el Presupuesto Participativo Digital. El PP Digital fue un instrumento eficaz que posibilitó una mayor participación de aquellos que hasta entonces desconocían el canal de participación, formando así un modelo híbrido de democracia participativa que ayudó a elevar los niveles de igualdad política y empoderamiento de la comunidad y demás segmentos de la sociedad civil hasta entonces excluidos.
En lo que se refiere al alcance de la iniciativa, sus resultados e impactos, se verificó que con la reestructuración del PP, hubo un significativo aumento del número de asociaciones de vecinos interesadas en discutir el presupuesto público. Dado que en el año 2017, sólo 47 de las 87 asociaciones de residentes realizaron asambleas para discutir las mejoras de inversión en los barrios, en 2018, se tiene un aumento de más del 40% con respecto al año anterior. Se percibió un aumento superior al 24% en el número de ciudadanas y ciudadanos interesados en discutir el PP en su barrio, lo que posibilitó un rescate del capital social en lo que se refiere a la confianza política depositada en el instrumento democrático.
In 2017, the municipal department took the initiative to rethink the PB model, especially in order to strengthen social participation for the segments of civil society previously excluded from the process, such as social movements, non-governmental organizations, and councils, for building the citizens trust at the public policy. This expansion was done with the help of information and communication technologies when creating the Digital Participatory Budgeting. The Digital PB was an effective instrument that allowed a greater involvement of those who until then were unaware of the participation system, thus forming a hybrid model of participatory democracy that helped raise levels of political equality and empowerment of the community and other segments of civil society previously excluded.
Regarding the scope of the initiative, its results and impacts, it was found that with the restructuring of the OP, there was a significant increase in the number of associations of residents interested in discussing the public budget. Given that in 2017, only 47 of the 87 neighborhood associations held meetings to discuss investment improvements in the neighborhoods in 2018, there has been an increase of over 40% over the previous year. There was an increase of more than 24% in the number of citizens interested in discussing PB in their neighborhood, which made it possible to redeem the social capital in terms of the political trust placed in the democratic instrument.

Good morning, it is very interesting that you identify low participation, clientelist and opportunist practices as problems to be overcome. Since you’re implementing PB thought digital, don’t you think that it is lost in the deliberation? Or do you keep meetings and online participation at the same time?

Good morning! Thanks for your comment. It's very rewarding for us receiving a contribution from organization as yours.
At the beggining of the process, we also thought that it could be a lost in the deliberation process. However, the digital phase of the process, we draw only to be a element for expand the democratic partcipation making more citzen know about the public budgeting and its importance in the place they live. In addition, all of the proposal that be available on Digital PB for voting are from the presencial meetings organized by the neighborhood associations and social moviments spread by the city.
Also, after the proposals voted, we organized a deliberative council composed by 40% members from the government and 60% of members from civil society, including local neighborhood leaderships, local public policy councils members and other ones from non-governamental organizations and social movements. The meetings take place every second wednesday of the month and allows online live participation by Facebook. So, the PB Digital is a great key for the hybrid process since it contributes for the political learning and engages who is far from the deliberations about the political processes, until then, corrupted by the clientelist and opportunist practices, however, still a little part from a huge opportunity for citzen get togheter at the public sphere and claim for their rights, especially, as Henri Lefebvre says, for "the right to the city".
