2017 Taoyuan International Airport Feedback Fund Participatory Budgeting Implementation Project

(1) Procedimientos y método:
Taoyuan International Airport Corporation Ltd. asigna anualmente una proporción fija de dinero come fondo de compensación para los vecinos de acuerdo con la ley. En 2017, el ayuntamiento de Taoyuan gestionó un presupuesto participativo para el distrito de Dayuan, el más afectado por el ruido. Cualquier ciudadano empadronado, o que estudie/trabaje en Dayuan puede participar. Tras realizar 3 reuniones explicativas públicas en junio de 2017, en julio realizaron 2 cursos de capacitación para los vecinos. De esta manera, los vecinos tendrían formación para ayudar en las siguientes dos etapas de reuniones de los grupos de trabajo. En la primera etapa, realizada en agosto, los vecinos propusieron sugerencias. En la segunda, los funcionarios discutieron con los ponentes su viabilidad. Posteriormente, en noviembre de 2017, se votó la prioridad de las propuestas y en enero de 2018 el ayuntamiento de Taoyuan asignó un presupuesto y comenzó su implementación.
(2) Objetivo:
a. En el pasado, el método de asignación del fondo era sugerido por los jefes vecinales elegidos, y la Junta de Distrito diseñaba planes, asignaba el presupuesto, obtenía su aprobación y lo implementaba. Ahora, a través de la propuesta directa vecinal, se espera que el gasto se ajuste mejor a las necesidades vecinales.
b. Para ampliar la participación del público, este proyecto proporciona un canal de comunicación en el que los vecinos con ganas de participar e ideas expresen sus opiniones, obtengan recursos y alcancen sus objetivos.
c. Brindar oportunidades de comunicación, cara a cara, para que vecinos y funcionarios alcancen compromisos que engloben los puntos de vista de afectados con diferentes intereses.
d. Fomentar acuerdos entre los vecinos mediante discusiones conjuntas, así como aumentar el interés de los residentes por el uso de los fondos y, en general, por los asuntos públicos que les afectan.
(1) Logra un mayor beneficio público del fondo
Por primera vez en Taiwán los residentes pueden asignar el fondo (de abajo hacia arriba) y cambiar el modo habitual (de arriba a abajo).
(2) Amplía la participación ciudadana.
a. Baja edad para votar de 20 a 16.
b. Amplia el voto a cualquiera que estudie/trabaje en Dayuan.
(3) Hay participación de los funcionarios en la discusión previa.
Mediante reuniones previas, los funcionarios asesoran cara a cara a los ciudadanos sin vetar ideas. Esto permite que los funcionarios comprendan las necesidades vecinales y que los ciudadanos sean conscientes de las restricciones administrativas. Así aumenta la viabilidad de las propuestas.
(4) Se realiza propaganda deviersa de las propuestas.
Además de vía web/redes sociales municipales/vecinales, distribución de folletos en lugares concurridos (mercado nocturno de Dayuan, diversas calles…), también se realiza una rueda de prensa y se muestran ampliamente las propuestas en espacios públicos.
Taoyuan City Government, Taiwan.
(1) Procedures and method:
The Taoyuan International Airport Corporation Ltd. allocates a fixed proportion of money each year as the feedback fund for the neighboring households according to the law. In 2017, the City Government initiated a participatory budgeting for the Dayuan District, which is most affected by aviation noise. Anyone who is citizen, studies or is employed in Dayuan can participate in this project. After 3 public meetings in June 2017, 2 staff training courses were held in July for local people to assist them in the follow-up 2-stage workshop discussions. In August, the first stage of the workshop, participants proposed suggestions. In the second stage, the civil servants discussed the feasibility of the suggestions with the proposers to form the formal proposals. Then in November 2017, the proposals were voted for to determine the priority and the City Government prepared budget for implementation started in 2018 January.
(2) Objective:
a. In the past, the feedback fund subsidy method was suggested by elected chiefs of village, and the District Office proposed plans, designated budgeting, obtained approval, and implemented. Now through the direct public proposing, we expect to make the usage of the feedback fund does match the needs of local.
b. For expanding the public participation, this project provided a communication channel for people with ideas and enthusiastic to fully express their opinions, to obtain resources and to achieve their wills.
c. Provide a face-to-face communicate opportunities for people and the civil servants to reach a balance of the perspectives of different interest groups.
d. Reach the local community consensus by joint discussions, and increase the residents' concern of feedback fund usages and public affairs.
(1) Make feedback fund more public-benefit.
This is the first time in Taiwan that could let residents allocate the feedback fund (bottom-up), and flip the original government-operated mode (top-down).
(2) Expand citizen participation.
a. Lower voting age limit: Lower the limit from 20 to 16.
b. Relax voting restrictions: Anyone who is citizen, studies or works in Dayuan can vote.
(3) Civil servants participated in the discussion in advance.
At workshop stage, civil servants are invited to face-to-face with citizens to provide advice but not veto. Help them grasp the needs of people and let people understand policies restrictions, and increase the feasibility of proposals.
(4) Diverse propaganda of the proposals
Besides posting on the government and local community websites, flyers were handed out to the crowdy places such as Dayuan Night Market and streets. Also held a press conference and widely displayed the proposals in public spaces.

(1) Procédures et Méthode:
La compagnie Taoyuan International Airport alloue chaque année une somme d’argent fixe comme fonds de rétroaction pour les foyers avoisinants, selon les dispositions légales. En 2017, le Gouvernement Municipal a engagé un budget participatif pour le District de Dayuan, qui est celui le plus touché par le vacarme de l’aviation. Quiconque est citoyen, résident ou employé à Dayuan est autorisé à participer au projet. Après 3 réunions publiques en juin 2017, 2 programmes de formation pour le personnel se sont tenus en juillet dédiés aux résidents locaux pour les aider dans les discussions en atelier en 2 parties qui ont suivi. En août, première partie de l’atelier, les participants ont émis des suggestions. Dans la seconde partie, les fonctionnaires ont discuté de la faisabilité de telles suggestions ensemble avec leurs auteurs. Puis en novembre 2017, les propositions ont été soumises aux votes pour en déterminer la priorité et le Gouvernement Municipal a préparé un budget pour leur réalisation dès janvier 2018.
(2) Objectifs:
a. Par le passé, la méthode de subvention par fonds de rétroaction était suggérée par les chefs de village élus, puis les Bureaux de District proposaient des plans, désignaient un budget, obtenaient une autorisation et mettaient ce budget en place. Maintenant, grâce un canal direct de propositions publiques, nous espérons que l’utilisation des fonds de rétroaction répondront aux vrais besoins des population locales.
b. Pour étendre plus la participation du grand public, ce projet a fourni un canal de communication pour les gens avec des idées et enthousiastes pour leur permettre d’exprimer pleinement leurs opinions, obtenir des ressources et réaliser leurs souhaits.
c. Offrir des opportunités de communiquer face à face pour les populations civiles et les fonctionnaires et atteindre ainsi un équilibre des perspectives pour les différents groupes d’intérêts.
d. Atteindre un consensus avec la communauté locale par des discussions jointes et accroître l’intérêt des résidents pour les utilisations du fonds de rétroaction et les affaires publiques.
(1) Rendre les fonds de rétroaction plus bénéfiques pour le grand public.
Pour la première fois à Taïwan, un fonds de rétroaction sera alloué à des résidents (inversé) avec un mode d’opération gouvernemental réorienté (vers le bas).
(2) Etendre la participation citoyenne.
a. Abaisser la limite d’âge pour le droit de vote: Faire passer l’âge de 20 ans à 16 ans. Etendre la participation de la jeunesse.
b. Réduire les restrictions au vote: Le droit de vote devrait être étendu aussi aux non-citoyens comme les travailleurs étrangers.
(3) Les fonctionnaires peuvent participer aux discussions à l’avance.
En atelier, les fonctionnaires sont invités à un face à face avec les citoyens pour offrir des conseils mais aucun véto. Ils sont ainsi aidés pour mieux comprendre les besoins des populations et permettre à celles-ci de saisir les restrictions des politiques, ce qui augmente la faisabilité des propositions.
(4) Diversifier la publicité pour les propositions
En outre d’avoir publié des publicités sur les sites internet du gouvernement et des communautés locales, des flyers ont été distribués dans des lieux remplis de monde comme le Marché de Nuit de Dayuan et ses rues. Une conférence de presse a été organisée et les propositions ont été affichées dans des espaces publiques.

Concerning your questions, please find our feedback as follows:
1.Participation data:
Taoyuan City Government practiced participatory budgeting for Dayuan District, an administrative district of Taoyuan that suffers from aircraft noise the most, in 2017. As we aim to expand the number of participants and provide a direct proposal submission channel, we have designed a number of meetings with different objectives to better satisfy the needs of different stages. The number of participants are as follows:
(1) Held 3 public meetings in June of 2017.
Meeting Objectives: Designed for the public, the meetings encourage citizens to think about and start to write proposals.
Number of Participants: To facilitate citizens of different regions and with different routines to join the event, we held three public meetings in weekday (91 participants), on the weekend (63 participants) and in the evening (89 participants). In total, 243 people participated in this event.
(2) Held 2 staff training courses in July of 2017.
Stage 1 (for beginners) – Staff and Volunteer Training: The training is designed for citizens who lives or have their household registered in Taoyuan; and who are over 16 years old. In total, 92 people have participated in the training.
Stage 2 (advanced) – Team Hosting Training: This training is designed for those who have completed our Stage 1 training; and who desire to become the host of the proposal workshop team or assist to summarize proposals. In total, 30 people have participated in the training.
(3) Held 2 proposal workshops in August of 2017.
Stage 1 – Proposal Workshop: Designed for citizens who live in Dayuan District and who have ideas for specific proposals, the workshop assists citizens to bring out questions about their living environment and, through group discussion and an overview, embody the proposals. In total, 60 people have participated in the workshop.
Stage 2 – Proposal Evaluation Workshop: Based on the proposal theme, the civil servants discussed the feasibility of the suggestions with the proposers to form the formal proposals with citizens face-to-face. By sharing their experiences and regulations under their authority, the said department(s) provide counseling to the proposer and exchange opinions therewith, ensuring that the proposal is not against the regulations and that they are workable. In total, 64 people have participated in this event (38 proposer representatives and 26 representatives from the civil servants); and 15 proposals entered the following public exhibition and voting stages.
(4)Held 1 proposal presentation and public exhibition between October and November of 2017.
Held one presentation on October 24 of 2017: The mayor and heads of public sectors were invited to join this event in order to encourage citizens approach public issues. In total, 123 people have participated in this event (94 citizens and 29 representatives from the public sector).
A public exhibition for proposals was taken place from October 23 of 2017 to November 4 of 2017: The summarized proposals were made into posters. The posters were not only exhibited in public areas of Dayuan District; but also published on the participatory budgeting website with a free access for our citizens.
2.How many people voted?
15 proposals were selected and, after analyzing their relationship with the administrative district, distribution of population, convenience of transportation and so on, we have set up four voting stations and held public voting on November 4 of 2017. In total, 3,994 people voted with a voting rate of 4.5% (in related to the population of Dayuan District). Besides, to avoid proposers encouraging people to vote only the proposal of their administrative area, only the votes that have voted 3 proposals would be valid. In total, 3,994 received the votes and 3,824 there among were valid. The ratio of valid votes was as high as 95.7%. Based on the voting results, the topnotch 8 proposals (with most votes) had their budgets planned and were launched in January of 2018.
