To meet the demands, the participation of the three levels of government is committed: parish, cantonal and provincial. The provincial GAD (Autonomous Decentralized Government) recognizes that it optimizes resources to achieve significant coverage in each of the cantons and parishes with impact projects.</p><p>The structuring of the Participatory Budget is carried out through the active involvement of citizens. In addition, the articulation of the three levels of autonomous governments: Prefecture, Municipalities and Parish Governments, allows adding budgets for, within the competencies of each institution, to attend to the demands of the communities.</p><p>In our ordinance that regulates the structure and operation of the Citizen Participation System in the province of Imbabura, it defines that of 100% of the budget allocation, 30% will be destined for the Participatory Budget and 70% for strategic projects of the province. The determination and distribution of the Participatory Budget is subject to the following technical criteria:</p><p>1) The territorial extension of each rural parish, defined based on the cartography prepared by the National Committee of Internal Limits, update 2019.</p><p>2) The indicator of Unsatisfied Basic Needs (NBI) generated by the National Institute of Statistics and Censuses, INEC, Census 2010.</p><p>3) The number of inhabitants. Projections made by INEC based on information from the 2010 Census.</p><p>4) Of a fixed budgetary allocation, of base, for each rural parish. Defined in the ordinance that defines the mechanism for articulation and prioritization of public investment through the Participatory Budget promoted by the current Provincial Decentralized Autonomous Government of Imbabura.</p><p>Citizen Participation in parish assemblies is the backbone that allows democratizing and prioritizing investment in road, irrigation, environmental and economic development projects, in accordance with the competencies in which the provincial body operates.</p><p><br></p><p>The assemblies are spaces where citizen power, respect for these rights and a dialogue are evident that give rise to the planning of works and projects aimed at improving the quality of life of the inhabitants in each of the different communities. For this, the articulation of the three levels of government allows adding budgets with which it is possible to give a positive response to the demands of each sector.</p><ul><li><p>Democratize, improve and make transparent the public management of the Prefecture, through the allocation of economic resources of the Provincial Government of Imbabura, so that they are invested in community benefit projects in a participatory manner.</p></li><li><p>Improve institutional capacities and coordination with organizations and citizens through the exercise of: needs analysis, prioritization of projects, execution of works with citizen oversight. Strengthen the culture of citizen participation as a cultural practice and identity of the peoples. Para cubrir las demandas se compromete la participación de los tres niveles de gobierno: parroquial, cantonal y provincial. El GAD (Gobierno Autónomo Descentralizado) provincial reconoce que optimiza los recursos para lograr una cobertura importante en cada uno de los cantones y parroquias con proyectos de impacto.</p><p>La estructuración del Presupuesto Participativo se realiza mediante el activo involucramiento de la ciudadanía. Además, la articulación de los tres niveles de gobiernos autónomos: Prefectura, Municipios y Gobiernos Parroquiales, permite sumar presupuestos para, dentro de las competencias de cada institución, ir atendiendo las demandas de las comunidades.</p><p>En nuestra ordenanza que regula la estructura y funcionamiento del Sistema de Participación Ciudadana en la provincia de Imbabura, delimita que del 100 % de la asignación presupuestaria, el 30% será destinado para el Presupuesto Participativo y el 70 % para proyectos estratégicos de la provincia. La determinación y distribución del Presupuesto Participativo se sujeta a los siguientes criterios técnicos:</p><p>1) La extensión territorial de cada parroquia rural, definida en función de la cartografía elaborada por el Comité Nacional de Límites Internos, actualización 2019.</p><p>2) El indicador de Necesidades Básicas Insatisfechas (NBI) generado por el Instituto Nacional de Estadísticas y Censos, INEC, Censo 2010.</p><p>3) El número de habitantes. Proyecciones realizadas por el INEC en función de la información del Censo 2010.</p><p>4) De una asignación presupuestaria fija, de base, para cada parroquia rural. Definida en la ordenanza que define el mecanismo de articulación y priorización de la inversión pública a través del Presupuesto participativo que promueve el Gobierno Autónomo Descentralizado Provincial de Imbabura vigente.</p><p>La Participación Ciudadana en las asambleas parroquiales es la columna vertebral que permite democratizar y priorizar la inversión en los proyectos viales, de riego, ambientales y de desarrollo económico, de acuerdo con las competencias en las que opera el organismo provincial.</p><p>Las asambleas son espacios en donde se evidencia el poder ciudadano, el respeto a esos derechos y un diálogo que dan lugar a la planificación de obras y proyectos dirigidos a mejorar la calidad de vida de los habitantes en cada una de las diferentes comunidades. Para ello, la articulación de los tres niveles de gobierno permite sumar presupuestos con lo cual se puede ir dando respuesta positiva a las demandas de cada sector.</p><ul><li><p>Democratizar, mejorar y transparentar la gestión pública de la Prefectura, mediante la asignación de recursos económicos del Gobierno Provincial de Imbabura, a fin de que en forma participativa se inviertan en proyectos de beneficio comunitario. </p></li><li><p>Mejorar las capacidades institucionales y la coordinación con las organizaciones y la ciudadanía a través del ejercicio de: análisis de necesidades, priorización de proyectos, ejecución de obras con veedurías ciudadanas. Fortalecer la cultura de participación ciudadana como práctica cultural e identidad de los pueblos. La détermination et la répartition du Budget Participatif sont soumises aux critères techniques suivants :</p><p>1) L'extension territoriale de chaque paroisse rurale, définie sur la base de la cartographie préparée par le Comité National des Limites Intérieures, mise à jour 2019.</p><p>2) L'indicateur des Besoins de Base Insatisfaits (UBN) généré par l'Institut National des Statistiques et des Recensements, INEC, Recensement 2010.</p><p>3) Le nombre d'habitants. Projections faites par l'INEC sur la base des informations du recensement de 2010.</p><p>4) D'une dotation budgétaire forfaitaire, de base, pour chaque paroisse rurale. Défini dans l'ordonnance qui définit le mécanisme d'articulation et de hiérarchisation des investissements publics à travers le budget participatif promu par l'actuel gouvernement autonome provincial décentralisé d'Imbabura.</p><p>La participation citoyenne aux assemblées paroissiales est l'épine dorsale qui permet de démocratiser et de prioriser les investissements dans les projets de développement routier, d'irrigation, environnemental et économique, conformément aux compétences dans lesquelles l'organisme provincial opère.</p><p>Les assemblées sont des espaces où se manifestent le pouvoir citoyen, le respect de ces droits et un dialogue qui donnent lieu à la planification d'ouvrages et de projets visant à améliorer la qualité de vie des habitants de chacune des différentes communautés. Pour cela, l'articulation des trois niveaux de gouvernement permet d'ajouter des budgets avec lesquels il est possible de donner une réponse positive aux demandes de chaque secteur.</p><ul><li><p>Démocratiser, améliorer et rendre transparente la gestion publique de la Préfecture, à travers l'allocation des ressources économiques du Gouvernement Provincial d'Imbabura, afin qu'elles soient investies dans des projets d'intérêt communautaire de manière participative.</p></li><li><p>Améliorer les capacités institutionnelles et la coordination avec les organisations et les citoyens à travers l'exercice de : analyse des besoins, priorisation des projets, exécution des travaux sous contrôle citoyen. Renforcer la culture de la participation citoyenne en tant que pratique culturelle et identitaire des peuples.
