The Democratic Republic of Congo has opted for decentralization as a method of managing public affairs, which consists of bringing the authorities closer to the populations in order to ensure their access to quality basic social services in relation to their needs. real. After the transfer of power on January 24, 2019, the new Head of State included his action, among other things, in the fight against corruption.
The fight against corruption and bad governance can only be possible if the Government puts in place policies, defines mechanisms that can allow citizens to have easier access to data, information held by public bodies.
Indeed, the imperative of democratization in the DRC has led the populations to be more demanding, they want to be involved in decision-making, the definition of public policies which will take into account their real needs, the determination of the budget which has led to the "citizen budget" concept. There is a need for transparency and accountability to ensure a fairer society that cares about the common well-being. Today, the veil of secrecy is being torn, because the advent of the Internet with this new mode of communication allows citizens to publicize all embezzlement, acts of mismanagement.
The current opacity that characterizes the management of public affairs at all levels does not allow citizens to participate fully in the life of society. Today, halfway through the achievement of the sustainable objectives, the question is how the Government is putting into practice target 16.7, which requires that dynamism, openness, participation and representation at all levels characterize the decision-making process. decisions. What about public access to information listed in target 16.10. of the SDGs.
The experience consists in the organization of different workshops. It is a question of organizing in each municipality two (2) decentralized workshops of 4 days each for 20 people taking into account the situation of COVID 19. These workshops will be organized in the communal hall on different dates. The workshop will focus on the four principles of Open Government.
In addition to the opening ceremony which will be launched by, the first day will be devoted to the introduction to open government, the conditions of membership and the principle of Transparency. It will be led by an expert. The second day will be devoted to integrity and accountability will be led by an ODEP Coordinator who works on these issues. The third day will focus on citizen participation and will be led by a member of RECIC, an expert organization on civic education. The fourth day will deal with the improvement of the public service will be moderated by an expert from the Liaison Office with the Parliament / CENCO.
A pre-test form will be submitted to each participant to assess their level of knowledge in this area and at the end of the training to assess the acquired knowledge. Attendance lists should take into account the categories of participants, age and sex in order to facilitate the disaggregated evaluation of participants.
