Tibiri: Participatory budgeting
In the Commune Rurale de Tibiri, the situation of household vulnerability is so complex that the isolated actions of sectoral policies do not always have lasting effects in terms of the support provided. Communities in the intervention area have essentially subsistence farming as their main source of income. Since the 2012 drought that affected the Sahel countries, communities in the intervention zone have not been able to truly rebuild their survival potential.
We have seen through the various initiatives we have undertaken that citizens' willingness to commit and take action is strong, as is their capacity to innovate.
We took a decision with the councillors to set up the steering committee responsible for drawing up the participatory budget, and then we proceeded to zone the commune by dividing it into 10 clusters. Next, each village chief designated 2 delegates, for a total of 196 delegates who received capacity-building on the participatory budget. Each delegate then went on to transfer competence to the communities on the participatory budget, prioritizing needs by zone and then by village with the participation of the population, and identifying taxable assets such as stores, tables, mills and private water sales points. On returning from the primary data collection, they submitted the data to the steering committees, and then all the delegates returned to 20 members, with whom the population gave their feedback.
We have set up a coordination team with local elected representatives. A follow-up-evaluation system has been set up and monitored with the support of the community.
Field monitoring and training missions will also help to build the capacity of delegates and support the monitoring of the participatory budget.
In detail, ongoing monitoring of interventions is carried out by beneficiaries at local level. The operational team will organize periodic monitoring/support missions (monthly, quarterly and annual).
As far as the evaluation of actions is concerned, it will take three forms:
- A self-evaluation conducted by beneficiaries, to enable them to learn lessons and improve. This is an ongoing activity.
- A mid-term evaluation.
- A final evaluation.
