Córdoba: Youth Participatory Budget
The Youth Participatory Budget (YPP) is a process of direct, permanent, voluntary and universal intervention in which young citizens, together with the local government, deliberate and decide on the allocation of public resources. This tool is intended to generate a formal space for youth participation through the development and implementation of public policies, based on the definition and prioritization of their demands.
OBJECTIVE
Strengthen the capacity of young people to exercise their role as citizens through the exercise of their rights and duties, providing them with the possibility of participating directly in the design, execution and planning of public policies.
The Municipality of the City of Córdoba will finance two winning projects per jurisdiction of each CPC; the maximum amount for each project will be up to $5,000,000.00 (FIVE MILLION PESOS) per project. The winning teams will receive the capital and support for the implementation of their project.
STEPS
Stage I - YPP DISSEMINATION (for participation)
The dissemination for the participation of young people in the YPP will be through graphic content, social networks, local media, billboards and territorially through direct dialogue with referents of territorial base organizations led by young people, as well as those working for this age group.
- Consultation table/channel: Informative neighborhood assemblies will be held as a condition for participation (stages or moments of the YPP, financing, type of projects, the bases and conditions for project application, voting, sites for further information and contacts).
Stage II - Project Applications
The presentation is made by accessing a link on the official website of the Municipality of Córdoba, where you can access all the information and forms for the application.
- Validation: The validation process of the projects will require 20 endorsements from young people between 16 and 30 years of age, and two formal organizations residing in the area, allowing legitimacy to the perspective on the problems that directly or indirectly affect young people.
Stage III - Technical Evaluation and Pre-Selection
- The MUNICIPALITY will carry out a pre-selection of the proposals.
- Each project will be evaluated individually according to the eligibility criteria.
Stage IV
- Prioritization and voting of projects: After the pre-selection of the projects by jurisdiction (CPC), they will be submitted for deliberation and voting. This will be done through a google form.
- Project implementation, monitoring and evaluation: The municipal technical teams will be in charge of monitoring the projects: deadlines, use of resources, achievement of objectives, proposed results. Biweekly or monthly meetings will be held to establish follow-up mechanisms and preventive and corrective measures for the projects.
