Diputación de Badajoz: Participatory Provincial Budgetings

The Provincial Council of Badajoz, in its aim to encourage citizen participation and participatory democracy in all matters that affect people's lives, is launching the Provincial Participatory Budgets in the provincial territory to promote the involvement of the citizens of Badajoz in all matters and public policies that are of interest to them, thereby promoting transparency, effective and efficient public management, increased citizen awareness and the empowerment of a population that is increasingly active in public affairs. In short, it is a matter of truly promoting the concept of citizenship as opposed to the current "passive user" or "captive client" of the Administration.

This initiative aims to take a further step in favour of citizen participation and participatory democracy, thereby furthering the fulfilment of SDG 16 of the 2030 Agenda in its targets 16.6 "Develop effective, accountable and transparent institutions at all levels" and 16.7 "Ensure responsive, inclusive, participatory and representative decision-making at all levels".

For the implementation of the Participatory Budgeting, and given the extension of the Province of Badajoz, it has been approached from the division of the territory in the 14 Territorial Delegations, which have different cultural, social and economic characteristics. Thus, the budget allocated to this practice has been based on this division, according to the number of inhabitants in each one of them.

In the development of the Participatory Provincial Budgets, 4 main phases have been defined as described above:

- PHASE 1. PRESENTATION OF PROPOSALS.

- PHASE 2. EVALUATION OF THE PROPOSALS.

- PHASE 3. VOTING.

- PHASE 4. MONITORING AND EVALUATION

Throughout the process, communication through the media and the collaboration of local councils, as an entity close to citizens, have been key to attracting the greatest number of participants and involving them in creating environments that respond to their needs, facilitating their daily lives and creating participatory spaces in which everyone has the opportunity to improve it.
