Bagcilar: The Interactive Project Effectiveness Scorecard (IPEK)
Interactive Project Effectiveness Scorecard (IPEK) was launched in 2021 to determine the value of the activities/projects carried out or to be carried out by the municipality in the eyes of citizens and to make them more effective and sustainable. With IPEK, it is ensured that the activities/projects subject to the research, if any, are improved and it is decided whether the new activities/projects are worth the investment.
A Current Situation Analysis was carried out during the creation of IPEK. On the basis of the strategic areas of Urban, Social and Institutional Development, the degree of importance of the main service classes in the eyes of citizens, their level of adequacy and the impact of support for the municipality were questioned. In the second stage, the level of awareness and satisfaction regarding the sub-activities of the strategic areas, the status and desire to benefit from the service, and the impact on brand reputation were questioned.
In the first stage, a Current Situation Analysis was conducted to reveal the performance of existing activities. In the Current Situation Analysis, a field survey was conducted with citizens living in the district at 95% confidence level. In the first phase of this research, the importance of the main service classes in the eyes of the citizens, their level of adequacy and the impact of support for the municipality were questioned. In the second stage, the level of awareness about the sub-activities, level of satisfaction with the service, utilization of the service, impact of the service on the reputation of the municipality, and willingness to utilize the service were questioned.
After the Current Situation Analysis, the Activity Feasibility Model was created. As a result of the study, the model can be used with the online and mobile compatible İPEK implementation. With the ever-increasing number of participants in the IPEK implementation, surveys for all activities are conducted online in a cost-effective manner. Improvement/development activities are carried out and monitored instantly, thus ensuring the sustainability of the project.
It ensures that citizens are involved in decision-making processes in city management and in the creation of public spaces. The active role of stakeholders in planned or realized projects has strengthened the institutional structure, and the IPEK implementation has become a symbol of democratic functioning.
