Salvador: Afro Plan
In order to develop the Afro Plan, U$S 2.7 million were allocated for the implementation of the Afro Tourism Development Plan, where its demand categories focus on technical and professional training, strengthening entrepreneurship, developing promotion and marketing actions, structuring marketing spaces, financial support, generating tax incentives, institutional strengthening, broadening participation, valuing agents in the sector, revitalising public facilities, implementing and strengthening community structures (crèches, community kitchens) and basic infrastructure.
The guiding thought behind the project was to understand how the most expressive characteristics of Bahia's capital can be harnessed for Afro Tourism, as well as identifying the main opportunities and difficulties of a tourism moulded from Afro-Bahian culture. The Plan consisted of consultations and interviews with civil society in the five potential TEA regions - the Historic Centre, Liberdade, Curuzu, Rio Vermelho and Itapuã.
The SCA brings together structuring actions for local actors, such as:
Training and mentoring (AfroEstima); marketplace platform (AfroBiz);
Rolês Afro - a tourist experience with dialogues about history, architecture and gastronomy in the Historic Centre of Salvador, which strengthens and creates Afro-centric itineraries and points of visit;
Strengthening the Craft of the Baianas - a proposal to map the professionals who work in the capital, improving the infrastructure of the points of sale and strengthening the craft;
SCA Territories - cultural action concentrated in 5 strategic territories (Curuzu, Historic Centre, Rio Vermelho, Itapuã and Ilha de Maré), mobilising and highlighting cultural events, equipment and services inspired by the vocation of each territory, built with entrepreneurs and cultural agents from each location, generating income for those involved;
Salvador Capital Afro Festival - an event that aims to help strengthen the local culture and creative economy through actions that stimulate the development of black businesses and talents in Salvador, increasing the destination's visibility in the Afrotourism segment.

Le Centre d'Etudes sur la Décentralisation et la Gouvernance Locale dont je suis le Président, spécialisé en matière de décentralisation, s'emploie à maîtriser des bonnes pratiques dans le secteur de gouvernance pour accompagner les collectivités territoriales de notre pays.
Dans ce cadre, nous venons de publier un ouvrage "Kinshasa, vers une gouvernance résiliente de la mégapole", voilà pourquoi nous sommes très intéressés par cette pratique de Salvador pour ainsi nous permettre de l'implémenter en République Démocratique du Congo, pays aux dimensions continentales qui attend s'inscrire dans la dynamique d'une gestion résiliente.
Aussi, depuis bientôt 6 ans le pays s'est doté du Ministère qui s'occupe des personnes vivant avec handicap et autres personnes vulnérables.
C'est pourquoi nous sommes aussi intéressés par la pratique qui tend à faciliter les personnes vivant avec handicap et autres personnes vulnérables pour qu'ainsi les bonnes pratiques ne soient un vœu pieux sans concrétis
