Source: {"body":{"en":"<p>Recognising, embracing and facilitating the learning of best practices in public participation is an elemental task to improve our public life. From the Secretariat of Citizen Participation of the State of Nuevo León we have taken on the task of generating an annual call, with its subsequent repository to reward those practices that build communities, protect rights, or make substantial improvements to the public.</p><p><img src=\"https://lh7-us.googleusercontent.com/l_3GCST5rwYgv9dFeJ6o66TYnp51yXhsnM7o7ZbI9XvAlLRuUmc77U1MaQjyXThD8MfUOxrJLXatKttN-vV_Cdqyk1SlhnJSK0sVkTTHhXSYsDV70cTRT4cbbuBxvIZGt_AnViPTqioSdGgooAqnhiM\" width=\"602\"></p><p>Practices are those facts, methods, disciplines, tasks, activities, which together make us who we are. As admirers of the commitment of people focused on the common good, since the beginning of the administration, this Secretariat decided to focus on making visible those practices that, by dint of repetition, make organisations exemplary.Under the logic of recognising participatory practices and not the organisations themselves, in the second edition 2023 we expanded the categories for applications to legally constituted, unconstituted (collectives, student groups, or spontaneous interest groups), and neighbourhood organisations. We also deepened the repository through interviews with the winning organisations to understand the problem they solve and how they execute this solution, so that the Toolbox now compiles actions and success stories that can be replicated and used by civil society and government.</p><p>The 2023 call, open to people from all over the state, recognised practices focused on people with disabilities, people from indigenous communities, people from the LGBTQI+ community, children, adolescents and women. It also gave an honourable mention to the association Buscadoras de Nuevo León, mostly mothers of missing persons. Although the practice was not a ‘winner’, we did not want to stop applauding them for sustaining a struggle based on empathy and solidarity with the families who begin the painful journey of searching for their relatives</p><p>This is how this practice seeks to inspire people who want to exercise their right to participate in order to transform their environment and invite more people to get involved and influence their community. Desde la Secretaría de Participación Ciudadana del Estado de Nuevo León nos hemos dado a la tarea de generar una convocatoria anual, con su subsecuente repositorio para premiar esas prácticas que construyen comunidades, protegen derechos, o realizan mejoras sustanciales a lo público.</p><p><img src=\"https://lh7-us.googleusercontent.com/l_3GCST5rwYgv9dFeJ6o66TYnp51yXhsnM7o7ZbI9XvAlLRuUmc77U1MaQjyXThD8MfUOxrJLXatKttN-vV_Cdqyk1SlhnJSK0sVkTTHhXSYsDV70cTRT4cbbuBxvIZGt_AnViPTqioSdGgooAqnhiM\" width=\"602\"></p><p>Las prácticas son esos hechos, métodos, disciplinas, tareas, actividades, que sumadas día a día nos hacen ser quienes somos. Como admiradoras del compromiso de las personas enfocadas en el bien común, desde que comenzó la administración, esta Secretaría decidió enfocarse en visibilizar esas prácticas que, a fuerza de repetición, convierten a las organizaciones en ejemplares.</p><p>Bajo la lógica de reconocer las prácticas de participación y no a las organizaciones en sí mismas, en la segunda edición 2023 ampliamos las categorías para postulaciones a organizaciones legalmente constituidas, no constituidas (colectivas, grupos estudiantiles, o grupos de interés espontáneo), y vecinales. De la misma manera, profundizamos el repositorio mediante entrevistas con las organizaciones ganadoras para entender el problema que resuelven y el cómo ejecutan esta solución; de manera que la Caja de Herramientas ahora compila acciones y casos de éxito que pueden ser replicables y utilizados para la sociedad civil y para gobierno.</p><p>La convocatoria 2023, abierta a personas de todo el estado, reconoció a prácticas enfocadas a personas con discapacidad, personas de comunidades indígenas, personas de la comunidad LGBTQI+, niñas, niños, adolescentes y mujeres. Asimismo, ofreció una mención honorífica a la asociación Buscadoras de Nuevo León, en su mayoría madres de personas desaparecidas. Si bien la práctica no resultó \"ganadora\", no quisimos dejar de aplaudirles por sostener una lucha desde la empatía y la solidaridad con las familias que inician el doloroso camino de la búsqueda de familiares.</p><p>Es así como esta práctica busca inspirar a personas que quieran ejercer su derecho a participar para transformar su entorno e invitar a más personas a involucrarse e incidir en su comunidad. En tant qu'admirateur de l'engagement des personnes axées sur le bien commun, depuis le début de l'administration, ce Secrétariat a décidé de se concentrer sur la mise en évidence des pratiques qui, à force d'être répétées, rendent les organisations exemplaires.</p><p>Dans le but de reconnaître les pratiques participatives et non les organisations elles-mêmes, nous avons élargi, dans la deuxième édition 2023, les catégories de candidatures aux organisations légalement constituées, non constituées (collectifs, groupes d'étudiants ou groupes d'intérêt spontanés) et aux organisations de quartier. Nous avons également approfondi le référentiel en interrogeant les organisations lauréates afin de comprendre le problème qu'elles résolvent et la manière dont elles mettent en œuvre cette solution, de sorte que la boîte à outils compile désormais des actions et des exemples de réussite qui peuvent être reproduits et utilisés par la société civile et les pouvoirs publics.</p><p>L'appel 2023, ouvert à des personnes de tout l'État, a récompensé des pratiques axées sur les personnes handicapées, les membres des communautés autochtones, les membres de la communauté LGBTQI+, les enfants, les adolescents et les femmes. Il a également accordé une mention honorable à l'association Buscadoras de Nuevo León, qui regroupe principalement des mères de personnes disparues. Bien que la pratique n'ait pas été « gagnante », nous ne voulions pas cesser de les applaudir pour avoir soutenu une lutte basée sur l'empathie et la solidarité avec les familles qui entament le douloureux voyage de la recherche de leurs proches.</p><p>C'est ainsi que cette pratique cherche à inspirer les personnes qui veulent exercer leur droit de participation afin de transformer leur environnement et d'inviter davantage de personnes à s'impliquer et à influencer leur communauté.
