Khombole: Local Digital Participatory Democracy

The Local Digital Participatory Democracy (DPNL) involved modernizing the local governance of Khombole by integrating digital tools that enabled smooth communication and active citizen participation in public decisions. In response to the challenges of limited access to information, low citizen engagement, and the need for administrative modernization, the town hall implemented an interactive system that promotes transparency and citizen involvement.

Main Tools Implemented:

  • Annual Report: A document detailing the municipality's achievements, projects, and perspectives.

  • Quarterly Newsletter (BIT): A periodic update on actions taken.

  • "Tik du Maire": A live session on social media to respond to citizens' concerns.

  • Monthly Journal: A video summary in Wolof and sometimes in French/English, accessible to a broad audience.

  • Budget Orientation Debate (DOB): An inclusion mechanism allowing citizens to contribute to the development of the municipal budget.

Results and Impacts:

  • Improved access to information: Thanks to digital tools, citizens can track municipal management in real time.

  • Enhanced citizen engagement: Interactive spaces for exchange increased local participation in decisions.

  • Inclusion of vulnerable populations: The use of local languages and video format included citizens who were not literate.

  • Modernization of administration: The use of digital tools smoothed interactions between the town hall and the population, reducing bureaucratic barriers.

  • Institutionalization of participatory democracy: Citizen involvement in local governance processes, especially in budget creation, has now become a norm.

  • Ripple effect: Khombole has become a model for other municipalities wishing to adopt similar practices.

The DPNL has transformed municipal management by establishing a dynamic and transparent dialogue with citizens. It has promoted inclusion, strengthened local democracy, and laid the foundations for more participatory and digital governance.
